Kamu Hizmet Aracı Olarak Web Siteleri; Büyükşehir Belediyelerinin Afet Hizmetlerinin Değerlendirilmesi

Türkiye coğrafi, iklimsel ve jeolojik yapısı gereği deprem, sel, toprak kayması gibi beklenilmeyen ve yaşanma riski her zaman var olan doğal afetlere sık maruz kalan ülkelerden biridir. Türkiye’nin afetlere açık konumu, afet yönetimini zorunlu kılmaktadır. Bu noktada belediyeler sorumluluk almakta; doğal afetlerden korunmak, zararlarını azaltmak amacıyla yerel halkın ihtiyaçlarını ve kentin özelliklerini dikkate alarak toplumun tüm kesimine ulaşacak afet ve acil durum planları yapmayı amaç edinmektedir. Günümüz dijital çağda yapılan afet ve acil durum planlarının teknolojik ortamlara entegre edilmesi belediyelerin faaliyetlerinin verimliliği ve yerel halkın erişim kolaylığı açısından önem arz etmektedir. Bu bağlamda çalışmada büyükşehir belediyelerinin web sitelerinde afet hizmetlerine yer verilip verilmediğinin ve yerel halkın afetlerle ilgili bilgilere, planlara, belirlenen toplanma alanlarına ulaşabilirliğinin değerlendirilmesi amaçlanmıştır. Çalışma kapsamında Türkiye’de faaliyet gösteren 30 Büyükşehir Belediyesi’nin web sitesi incelenmiş, afet yönetimi ve afet hizmetleri kategorilerinin varlığı analiz edilmiştir. Yapılan içerik analizi ile elde edilen bulguların, büyükşehir belediyelerinin web sitelerini afete duyarlı şekilde tasarlamalarına ışık tutması umulmaktadır.

Due to its geographical, climatic and geological structure, Turkey is one of the countries that the risk of which is present and is frequently exposed to unexpected natural disasters such as earthquakes, floods, and landslides. Turkey’s open position to disasters necessitates disaster management. At this point, municipalities take responsibility; It aims to make disaster and emergency plans that will reach all segments of the society, taking into account the needs of the local people and the characteristics of the city, in order to be protected from natural disasters and reduce their damages. Integrating disaster and emergency plans made in today’s digital age into technological environments is important for the efficiency of municipalities’ activities and the ease of access of local people. In this context, it is aimed to evaluate whether disaster services are included in the websites of metropolitan municipalities and the local people’s access to information, plans and designated assembly areas about disasters. Within the scope of the study, the websites of 30 Metropolitan Municipalities operating in Turkey were examined and the existence of disaster management and disaster services categories was analyzed. It’s hoped that the findings obtained from the content analysis will shed light on the metropolitan municipalities designing their websites in a disaster-sensitive manner.
