The impact of digital transformation on local governments: Research on the websites of district municipalities in Türkiye

The change in information and communication technologies has affected the private sector and public administration and has led to a questioning of the relationship between the state and the citizen and the methods of public service delivery in the classical public administration understanding. The impact of digital transformation has made it necessary for governments to change in line with the new needs of citizens. As a result, the implementation of e-government, in which information and communication technologies are effective at the central government level, has begun. Similarly, in local governments, an electronic municipality application has emerged, similar to the e-government application. The aim of this study is to reveal the impact of digital transformation in district municipalities in Türkiye from the perspective of electronic municipalities. The study is limited to 63 district municipalities in Istanbul and Ankara, the two most densely populated cities in Türkiye. The content analysis method was used in the study. The websites of the district municipalities constituting the sample of research were analyzed according to accessibility, navigation, transparency, online participation, privacy and security, online transactions and services, and social media criteria. As a result of the analysis, websites were found to be insufficient in the online participation criteria. © 2025 Nova Science Publishers, Inc.
