1980 Sonrası Türk Dış Ticaret Politikası ve Ekonomik Büyüme İlişkisi Üzerine Ekonometrik Bir Analiz

Özet
Tüm dünyada ve Cumhuriyetin kuruluşundan günümüze kadar Türkiye’ de dönemsel ekonomik koşullara uygun olarak şekillenen dış ticaret politikaları yer bulmuştur. 1980 öncesi korumacı nitelikte dış ticaret politikaları uygulanmış, 1980 sonrası neo-liberal politikalar ışığında dışa açık, ihracata dayalı ekonomi modelleri benimsenerek bu doğrultuda plan ve programlar uygulanmıştır. Bu çalışmada, 1980-2018 arasındaki dönemde Türkiye’ de uygulanan dış ticaret politikalarının ekonomik büyüme üzerindeki etkilerinin belirlenebilmesi amacıyla ekonometrik bir analiz gerçekleştirilmiştir. Analiz sonuçlarına göre uzun dönemde uygulanan dış ticaret politikaları ile ekonomik büyüme arasında anlamlı bir ilişki bulunmuştur. Bu ilişkinin yönünün belirlenebilmesi açısından uygulanan nedensellik analizi sonuçlarına göre 1980-2018 arasındaki dönemde Türkiye’ de ihracatın ekonomik büyümenin nedeni olduğu, ithalatın da ihracatın nedeni olduğu sonucuna ulaşılmıştır. İlgili dönemde ihracata dayalı sanayileşme modelinin geçerli olduğu görülmüştür.
Until today, foreign trade policies of the whole world and Republic of Turkey have been shaped in accordance with the periodic economic conditions. Before 1980, protection is trade policies were implemented. After 1980, in the light of neo-liberal policies, exportoriented economic models were adopted in Turkey. As a result, appropriate plans and programs were implemented in the direction of these policies. In this study, an econometric analysis was carried out in order to determine the impact of trade policy on economic growth for the period 1980-2018 in Turkey. According to the analysis results, a meaningful relationship has been found between trade policies and economic growth in the long term. In the period between 1980-2018 according to the results of causality analysis applied to determine the direction of this relationship, exports were the cause of economic growth than imports were the cause of the exports. In the relevant period, it was observed that the export-based industrialization model was valid in Turkey.
