dc.description.abstractRekabetçi bir kamu ihale sisteminde en uygun fiyatla en kaliteli mal, hizmet ve yapım işleri temin edilmiş olmaktadır. Rekabetçi bir kamu ihale sistemi aynı zamanda kamu tasarrufu anlamına gelmektedir. Bu çalışmanın amacı İstanbul Büyükşehir Belediyesi tarafından gerçekleştirilen kamu alımlarının ihale ilkeleri arasında yer alan rekabet ilkesi açısından analiz etmektir. Çalışmada izlenen yöntem nicel veri analizidir. Bu kapsamda çalışmada İstanbul Büyükşehir Belediyesi tarafından 2012-2020 yılları arasında gerçekleştirilen 4364 ihale incelenmiştir. Çalışmada istekli sayısı ile tenzilat oranı arasında pozitif bir ilişki bulunmuştur. Çalışmada ulaşılan en önemli sonuç kamu alımlarında rekabetin artmasıyla kamu tasarrufunun sağlanabileceğidir.
dc.description.abstractIn a competitive public procurement system, the best quality goods, services, and works are provided at the most affordable price. A competitive public procurement system also means public savings. The aim of this study is to analyze the public procurement’s made by the Istanbul Metropolitan Municipality in terms of the competition principle, which is among the tender principles. The method followed in the study is quantitative data analysis. In this context, 4364 tenders held by the Istanbul Metropolitan Municipality between 2012-2020 were examined. In the study, a positive relationship was found between the number of bidders and the discount rate. The most important result reached in the study is that public savings can be achieved by increasing competition in public procurement.
