Public administrations within the state organization are responsible for meeting social needs. The needs demanded by the society require public production and provision. In line with this requirement, administrations can both accomplish production and provision on their own and may also procure them from the market. The main reason behind this is that producers in the market economy can manage production and provision at lower costs compared to public producers. © 2020, Springer Nature Singapore Pte Ltd.
