dc.description.abstractKentsel yaşam kalitesinin ve kentlilik bilincinin oluşturulmasında kent konseylerinin işlevsel bir role sahip olduğu düşünülmektedir. Kent konseylerinin rollerinin kapsamlı olarak ele alınması ve bu rollerin geliştirilmesine yönelik öneriler sunulmasıyla, kente ilişkin sorunların demokratik platformlarda tartışılmasının kolaylaşması beklenmektedir. Bu doğrultuda, araştırmada kent konseylerinin rollerine ve bu rollerin geliştirilmesine ilişkin önerilerin bir model çerçevesinde sunulması amaçlanmaktadır. Araştırma amacı kapsamında iki farklı ilin kent konseylerinde aktif görev alan 11 kişi ile yapılandırılmış soru formu aracılığıyla mülakatlar gerçekleştirilmiştir. Mülakatlardan elde edilen veriler MAXQDA nitel veri analizi programı kullanılarak kodlanmış ve kategorize edilmiştir. Kodların ve kategorilerin görselleştirilmesinde frekans analizi, karşılaştırmalı analiz ve ilişki analizlerinden yararlanılmıştır. Analiz sonuçlarına göre, kent konseylerinin rolleri “demokratik katılımın arttırılması”, “kenti sahiplenme ve aidiyet hissinin oluşturulması”, “kente ilişkin raporlarla bilgilendirme çalışmaları”, “kent kültürünün anlaşılmasını sağlamak” “kentsel farkındalık oluşturmak” ve “hemşehrilik hukuku oluşturmak” şeklinde altı ana tema çerçevesinde sınıflandırılmıştır
dc.description.abstractCity councils considered as a functional role on shaping of the consciousness of urbanity and quality of urban life. While determining the roles of city councils effectively and suggested proposal for developing roles, it is expected that to discuss the roles of city councils in the democratic platforms easily. In this context, it is aimed to submit a model within the scope of determining the roles of city council and the developing techniques of these roles. According to the aim of the study, the interviews were completed with the 11 participants who were taking an active role in city councils. Based on the data which were obtained by interviews analyzed using with MAXQDA. In addition, inductive content analysis was used for the analyzing of the data. Therefore, research results indicate that there are several roles of city councils such as “increasing the democratic participation”; “ownership of city”; “creating sense of belonging”; studies for giving information related to the city”; “to provide understanding city culture”; “creating awareness of city”; “creating citizenship law” and these are summarized under the six main theme.
