Sosyal hizmet aktörleri içinde belediyenin yeri: Tekirdağ ili örneği

Herkes adil koşullarda bir yaşam sürmeyi hak eder. Sosyal politika bu noktada, sosyal güvenlik, sosyal hizmet, sosyal yardım gibi tamamlayıcılarla devreye girer. Sağlık, eğitim, konut, sosyal güvenlik, istihdam vb. konularda var olan beklentileri tespit ederek, karşılamak için imkânlarını en iyi şekilde kullanır. Sosyal politikanın hedefleri olan adalet, eşitlik, güvenlik, bütünleşme ve gelişmenin gerçekleşebilmesi için tüm kurumlar birbirinin tamamlayıcısı olarak çalışırlar. Sosyal devletin görevi yurttaşlarının ekonomik ve toplumsal yönden en iyi şekilde yaşaması için çalışma yapmaktır. Sorunların bölgesel olarak farklılık göstermesinden dolayı yerel yönetimler bölgedeki ihtiyacın tespitinde odak noktadır. Sosyal devletin önemli bir ayağını yerel yönetimler oluşturur. Yerel yönetimlerin en önemli hizmetlerinden ikisi sosyal yardım ve sosyal hizmetlerdir. Geçmişten günümüze gelen bu iki kavram, muhtaç durumdaki bireylere yardım etmeyi ve onları bu durumdan kurtarmayı amaç edinir. Tez çalışmasında Tekirdağ'daki sosyal hizmet aktörleri içinde yerel yönetimlerin yeri incelenmiştir. İlgili kurumların yetkili kişilerince görüşmeler yapılmış, edinilen veriler baz alınarak çalışma tamamlanmıştır. Everybody deserves having a life under equitable circumstances. Social policy steps in that point with the supplements such as social insurance, welfare service and social aid. Determining existing expectations, it evaluates its opportunities ideally to meet them regarding health, education, housing, social insurance and employment etc. All these institutions work as supplements of each other in order to achieve objectives of social policy like justice, equality, insurance, consolidation and progress. The duty of the social state is working for the economic and social well being of the citizens. Local governments are the focal point for the detection of the local problems that being own regional differences. Therefore local goverments constitute an important part of the social state. One of the important part of the social states is local governments. Two of the most important services of local governments are social assistance and social services. These two notions from the past to the present day aim to help individuals in needy situations and to save them from this situation. The positions of local administrations amongst social service actors of Tekirdağ are analyzed in this research. Interviews are conducted with the authorities of related institutions and the research is completed with the gathered data.
