Özet

Factors such as population growth, urbanization, and migration have led to significant increases in the number of people living within the boundaries of municipalities. This has also led to an increase in the number of services rendered by municipalities, thereby causing financing problems in municipalities. To solve these problems, municipalities have sought a new management model. One of these pursuits is adopting a participatory democracy model that helps direct reflection of the citizens' preferences and effective use of resources while providing services. Collaboration with NGOs and active participation is essential in developing a participatory democracy model in municipalities. However, in order for these relations to be soundly established, local legislation should firstly be strengthened on the axis of an active participatory model. This study examines local legislation to analyze the participatory relationship between municipalities and NGOs in Turkey. The most important finding obtained in the study is that although many regulations are included in the relevant laws, it is necessary to make legislative changes or new regulations to strengthen local participation further. © 2022 Peter Lang AG.
