dc.description.abstractThis chapter outlines the damage of the Great East Japan Earthquake. It introduces the lessons learned during the recovery process of the Great Hanshin-Awaji Earthquake which are considered relevant, in order to study ways to efficiently achieve recovery from the Great East Japan Earthquake as soon as possible. In the fifth year comprehensive assessment, the key social ties for individual life recovery were integrated into two values and norms: self-governance and community solidarity. Comprehensive Recovery Assessment shows why collaborative community development has been advanced in Kobe. This demonstrates that the scale of the national budgetary measures for the Great East Japan Earthquake has become significantly larger compared with that of the Great Hanshin-Awaji Earthquake. The government gave its support in the case of the Great East Japan Earthquake on a level exceeding that of the Great Hanshin-Awaji Earthquake in all aspects of legislation, organization and administration/finance. © 2016 Yuka KANEKO, Katsumi MATSUOKA and Toshihisa TOYODA.
