| dc.description.abstract | Yüzyıllar boyunca devletler, aralarındaki anlaşmazlıkları çözmek için savaşmak durumunda kalmışlardır. Savaşlarda amaç en kısa sürede ve en az kayıp ile düşmanı zayıflatıp, istenen hedef doğrultusunda onu hareket etmeye mecbur kılmaktır. Yüzyıllardan beri savaş araç ve gereçleri de bu düşünce ekseninde geliştirilmektedir. Önceleri ilkel araçlarla yapılan savaşlar artık yerini teknolojik gelişmelerin katkısıyla sürekli gelişerek daha seri ve ölümcül hale gelmektedir. Bilgisayar ve telekomünikasyon alanında yaşanmakta olan hızlı gelişmeler insanlık için birçok alanda yaşam konforu sunmaktadır. Artık iletişim ve alışveriş hemen hemen dünyanın her noktasında son derece hızlı ve kolay biçimde yapılabilmektedir. Ancak bu teknolojik yenilik, insan hayatını kolaylaştırmanın yanı sıra fiziksel sınırların anlamını yitirdiği bir güvenlik tehdidi de oluşturmaktadır. Devletler, siber savaş olarak değerlendirilen bu yeni saldırı türüne karşı tehdit altında bulunmaktadır. Bu tez çalışmasında geleneksel savaş kavramı ile siber savaş olgusu siyasal ve hukuksal açıdan incelenmiştir. | dc.description.abstract | Throughout the history of mankind, states have had to start wars to resolve conflicts between them. In battles, the aim is to weaken the enemy within the shortest time and with minimum loss and to force them to act in accordance with the desired target. For centuries, war tools and equipments have been developed in line with this idea. Previously, wars with primitive tools are now becoming more and more lethal with the help of technological developments. The rapid developments in the field of computer and telecommunication offer life comfort in many areas for humanity. Today communication and shopping can be done very quickly and easily in almost every part of the world. However, this technological innovation not only facilitates human life but also poses a security threat in which physical boundaries have lost their meaning. States are under threat against this new type of attack, which is considered as cyber war. This MA thesis examines the concept of traditional war and the concept of cyber war in terms of political and legal aspects.
