Özet
Türkiye’de uygulanan sağlık politikaları, 1980 sonrası uluslararası kuruluşların desteği ile birçok ülkede uygulamaya konulan ve sağlık sisteminde yapısal dönüşümler yaratan sağlık politikaları ile çoğunlukla uyum içerisindedir. Türkiye’de uygulanan sağlık politikaları içerisinde en kapsamlı reformlar, 2003 yılında uygulamaya konulan sağlıkta dönüşüm programı ile gerçekleştirilmiştir. Bu çalışmada; sağlıkta dönüşüm programı çerçevesinde gerçekleşen düzenlemelerin ve uygulamaların, yazılı kaynaklar ve istatistiksel veriler ile betimsel bir değerlendirmesi yapılmıştır. Çalışmada, Sağlıkta Dönüşüm Programı’nın küreselleşmenin sonucu olarak bir vizyon olduğu ve genel anlamda toplumda olumlu karşılandığı sonucuna varılmıştır.
Health policies implemented in Turkey are often compliance with health policies that have been implemented since 1980s with the support of international institutions and have created structural transformations in the health system of many countries in the world. The most comprehensive reforms in the health policies implemented in Turkey were carried out by the health transformation program implemented in 2003. In this study; a descriptive evaluation of the arrangements and practices realized within the framework of the health transformation program was made using the written sources and statistical data. In the study, it is concluded that Health Transformation Program is a requirement as a result of globalization and has been accepted positively in society in general.
