Demokrat Parti Dönemi (1950-1960) tarım politikası

Bu tez resmi belgeler, dönemin gazete ve dergileri, konuyla ilgili bilimsel araştırma, makale, tez vb. eserler, dönemin anı yazıları incelenerek Demokrat Parti iktidarında (1950-1960) uygulanan tarım politikalarını ortaya koymayı amaçlamıştır. Bu çalışmanın evreni tarımda modernleşmenin 1950-1960 süreci, tarım ürünlerinin artışı hedefi doğrultusunda uygulanan politikalar, köylerde yaşanan sosyal, kültürel, ekonomik değişiklikler ile sınırlandırılmıştır. 1947'de başlayan dış yardımlar Türk tarımının modernizasyonunu sağlamayı amaçlamıştır. Tarımda modernleşme faaliyetleri DP iktidarında hızlanarak devam etmiş, çok sayıda tarım aleti ve makinesi ithal edilmiştir. Dönem içerisinde diğer modern tarım girdilerinin de miktarları büyük ölçüde artmıştır. Yabancı uzmanlar Türkiye'nin tarımının gelişmesine stratejik açıdan önem vermiş, tarımın geliştirilmesi yönünde tavsiyelerde bulunmuşlardır. DP döneminde Türkiye tarım ihracatçısı ülke olma hedefini gütmüştür. Tarım alanında görev yapan devlet kurumları ve kredi imkânları geliştirilmiştir. Ancak bu uygulamalarla köyleri içe dönüklükten kurtarıp yurtiçi ve yurt dışı pazarlara ulaşmasını sağlamak hedeflenirken diğer taraftan tarım arazileri orman ve meralar aleyhine gelişmesi problemini de beraberinde getirmiştir.

This thesis aims to present agricultural policies applied during the rulership of Democrat Party (1950-1960) by analyzing official documents, newspapers and magazines of that cycle, works like scientific surveys, articles and thesises about the issue and the memoirs of that cycle. This study's frame is limited with the process of modernization on the agriculture betveen 1950 and 1960, applied policies in the direction of the aims about the increase of agricultural products, social, cultural and economic changes that are existed in the villages. Foreign aids started in 1974, have aimed to provide the modernisation of Turkish agriculture. During the rulership of DP, modernisation activities on the agriculture have continued rapidly and a large number of agricultural implements and machines has been imported. During the process amounts of the other agricultural incomes have also increased on a large scale. Foreign experts have placed importance on the development of Turkey's agriculture strategically and given advices about the development on agriculture. During the rulership of DP, Turkey has aimed to be the exporter country of agriculture. Government agencies serving in the field of agriculture and credit opportunities have been developed. To keep the villages from being introverted and to provide them to reach domestic and foreign markets have been aimed. During this process agricultural lands have been developed against forests and pastures.
