Savunma harcamalarının teknolojik gelişme üzerindeki etkisi: Seçilmiş farklı ülke grupları için panel veri analizi

İktisat literatüründe, üzerinde anlaşma ya da fikir birliği sağlanamayan konulardan biri savunma harcamalarının iktisadi gelişmeye tesirinin olup olmadığı ve varsa hangi biçimde olduğudur. Konu ile alakalı elde edilen çalışmalar sonucunda, savunma harcamalarının ekonomik büyümeye etkisinin her ülke için standart olmayacağı, ülkelerin ekonomik yapılarına göre farklılık göstereceği vurgulanmaktadır. Bu noktadan yola çıkarak ve Türkiye'de savunma harcamalarının teknolojik gelişme üstünde yaratacağı etki ile iktisadi büyümeye tesirinin ne biçimde olduğunun tespiti maksadıyla hazır edilen bu çalışmada; savunma harcamalarına dair genel açıklamalara ve dünya savunma harcamalarına yer verilmiştir. Türkiye'de savunma harcamalarının genel haline ve finansman kaynaklarına, savunma sanayiine, Türk savunma sanayii ve savunma giderlerinin iktisadi tesirlerine yer verilmiştir. Aynı zamanda, savunma giderleri-teknolojik büyüme ilişkisi üstüne ileri sürülen değişik düşüncelere, bu ilişkinin izahı maksadıyla oluşturulmuş modellere ve son olarak çalışmanın amacını gerçekleştirmek için yapılan araştırmaya bir çalışmada yer verilmiş ve sonuçlar bölümünde genel bir bakış açısına yer verilmiştir.

One of the issues that cannot be prepared in the economics literature is that the defense expenditure has an impact on economic development and is one of the existing ones. As a result of the studies obtained related to the subject, it is emphasized that the effects of defense expenditures on economic growth will not be the standard for each country and will vary according to the economic structures of the countries. Starting from this point, and what is found to be in the form of defense spending affect the impact it will have on economic growth and technological development in Turkey as the aim of this study involves general explanations on defense expenditures and world defense expenditures. In Turkey into the overall defense expenditures and sources of financing, the defense industry, the place has been given to the economic impact of the Turkish defense industry and military expenditures. At the same time, a study was carried out in order to explain the different ideas put forward on the relationship between defense expenses and technological growth, the models created for the purpose of explaining this relationship and finally the research to realize the purpose of the study and a general perspective was included in the results section.
