| dc.description.abstract | 1999 Marmara depremleri, ülkemizin afet yönetimi anlayışı bakımından dönüm noktası olmuştur. Bu depremlerin toplum üzerindeki etkileri, mevcut olan kriz odaklı afet yönetimi sisteminin değişmesi gerekliliğini ortaya koydu. Bu depremlerin bir başsa sonucu da STK'ların afetlerdeki kaçınılmaz faaliyetleridir. Sivil toplum kuruluşlarının afetler ile mücadele etmek için devlet otoritesinin en önemli paydaşlarından biri olması gerektiği görülmüştür. Bu olaylardan sonra, Türkiye'de bütünleşik afet yönetim sistemi benimsendi ve tek sorumlu kuruluş olarak Afet ve Acil Durum Yönetimi Başkanlığı kuruldu. Afet ve Acil Durum Yönetimi Başkanlığı ayrıca sivil toplum kuruluşlarına görev ve sorumluluklar getirmiştir. Bu bağlamda, entegre afet yönetimi sistemine dahil olan ve sistemin paydaşı olarak görülen sivil toplum kuruluşlarının sistemle uyumlu bir konumda olup olmadıklarının belirlenmesi amaçlanmaktadır. Bu amaç doğrultusunda, çalışma kapsamında oluşturulan değerlendirme formu kullanılmıştır. Böylelikle, Marmara bölgesindeki toplam 40 sivil toplum kuruluşundan veriler toplanarak, doküman incelemesi yöntemi ve içerik analizi tekniği ile incelenmiştir. Bulgular ışığında sonuçlar değerlendirilmiş ve sivil toplum kuruluşlarının afet yönetimi sistemi içinde daha verimli olmalarını sağlamak için bazı önerilerde bulunulmuştur. | |
| dc.description.abstract | The 1999 Marmara earthquakes were a milestone for the disaster management comprehension of our country. The effects of these earthquakes on society have revealed the necessity of changing the crisis-oriented disaster management system. Another consequence of these earthquakes is the inevitable activities of non-governmental organizations in disasters. It has been seen that non-governmental organizations should be one of the most important stakeholders of the state authority to contend with disasters. After these events, integrated disaster management system was adopted in Turkey and Disaster and Emergency Management Presidency was established as the only responsible organization. Disaster and Emergency Management Presidency also imposed duties and responsibilities on non-governmental organizations. In this context, it is aimed to determine whether the non-governmental organizations, which are included in the integrated disaster management system and seen as a stakeholder of the system, are in a position to be in harmony with the system. With this aim in mind, the evaluation form structured in the frame of the study. Therefore, the data collected from 40 non-governmental organizations in the Marmara region were analysed by using document and content analysis techniques. In the light of the findings, the results were evaluated and suggestions were given to enable non-governmental organizations to be more efficient within the disaster management system. | |
