Covid-19 Salgınının İşsizlik Üzerindeki Etkisi: TÜİK Ve İŞKUR Verileri Üzerinden Bir Değerlendirme

Özet
Hayatın pek çok alanında kalıcı izler bırakan Covid-19 salgını, ekonomik ve sosyal sonuçları olan büyük bir buhrana dönüşmüştür. Çalışma ilişkileri salgının en çok etkilediği alanların başında gelmiş ve başta işsizliğin artışı olmak üzere çeşitli sosyal sorunların büyümesinde salgın ciddi bir rol oynamıştır. Bu çalışmada ise Covid-19 salgını sonrası Türkiye’deki işsizlik olgusunu incelemek ve salgının işsizlik üzerindeki etkisini ortaya koymak amaçlanmaktadır. Salgın sonrası süreçte işsizlik sorununun hangi yönde gelişmeler gösterdiği ile ilgili TÜİK ve İŞKUR verileri üzerinden çeşitli bulgular ortaya konulacaktır. Bu bulgular incelenmeden önce ise çalışmada ortaya konulan kavramlar tanımlanacaktır. Kavramsal çerçeveye dair açıklamalar yapıldıktan sonra Uluslararası Çalışma Örgütü’nün modellediği tahminler ve projeksiyonlarla OECD ülkelerinde işsizliğin güncel durumu, ülkemizdeki mevcut işsizlik sorununu ortaya koymadan önce değerlendirilecektir. Tüm bu bulgular ve değerlendirmeler sonucunda salgının geleneksel işsizlik tanımlarıyla anlaşılamayacak derecede dünyada ve Türkiye’de istihdama ciddi bir darbe indirdiği sonucuna ulaşılacaktır.
The Covid-19 pandemic, which has left permanent traces in many areas of life, has turned into a great depression with economic and social consequences. Labor relations have been one of the areas most affected by the pandemic, and the pandemic has had a significant impact on the growth of various social problems, especially the increase in unemployment. In this study, it is aimed to examine the phenomenon of unemployment in Turkey after the Covid-19 pandemic and to reveal the effect of the pandemic on unemployment. Various findings will be presented on the data of Turkish Statistical Institute and Turkey Employment Agency regarding the progress of the unemployment problem in the post-pandemic period. Before examining these findings, the concepts introduced in the study will be defined. After explaining the conceptual framework, the current situation of unemployment in OECD countries will be evaluated with the estimates and projections modeled by the International Labor Organization, before revealing the current unemployment problem in our country. As a result of all these findings and evaluations, it will be concluded that the pandemic has dealt a serious blow to employment in the world and in Turkey, which cannot be understood with traditional definitions of unemployment.
