dc.description.abstractTürkiye’de 2000’li yıllardan itibaren kamu yönetiminde başlatılan reform girişimleri çerçevesinde nüfusu 50.000’in üzerinde olan belediyeler dâhil olmak üzere tüm kamu kurum ve kuruluşlarına stratejik planlama zorunluluğu getirilmiştir. Bu çalışmada Türkiye’deki büyükşehir ve il belediyelerinin stratejik planlarında yer alan GZFT analizleri incelenerek aralarındaki benzerlik ve farklılıklar ortaya konulmuştur. Araştırma stratejik planlarına erişim sağlanan 30 büyükşehir ve 46 il belediyesini kapsamaktadır. Belediyelerin GZFT analizlerinde yer alan güçlü ve zayıf yönler ile fırsat ve tehditlerin analizinde içerik analizi yönteminden yararlanılmıştır. Büyükşehir ve il belediyelerinin GZFT analizlerinde en sık yer verilen güçlü ve zayıf yönler ile fırsat ve tehditler tespit edilerek mukayese edilmiştir. Bu bağlamda benzerliğin en yüksek olduğu kısım tehditler olup ekonomik, mali ve demografik yapıya ilişkin tehditlere her iki belediye grubunda da sıkça yer verildiği görülmektedir
dc.description.abstractWithin the framework of reform initiatives initiated in public administration in Turkey since the 2000s, strategic planning obligation has been imposed on all public institutions and organizations, including municipalities with a population of over 50,000. In this study, SWOT analyzes in the strategic plans of metropolitan and provincial municipalities in Turkey were examined and the similarities and differences between them were revealed. The research covers 30 metropolitan and 46 provincial municipalities that have access to strategic plans. Content analysis method was used in the analysis of the strengths and weaknesses, opportunities and threats in the SWOT analyzes of the municipalities. The most common strengths and weaknesses, opportunities and threats were identified and compared in the SWOT analyzes of metropolitan and provincial municipalities. In this context, the part with the highest similarity is the threats and it is seen that the threats related to the economic, fiscal and demographic structure are frequently included in both groups of municipalities.
