dc.description.abstractBazı bilim insanları tarafından “21. yüzyılın vebası” olarak nitelendirilen Covid-19 salgını, insan yaşamını her açıdan etkisi altına alan küresel bir salgın olarak tarihdeki yerini almıştır. Dünyanın işleyişini (siyasi, ticari, kültürel vb. ilişkiler) derinden sarsan covid-19 kurumsal yapıların işleyişini de aynı ölçüde etkilemiştir. Belediye yönetimleri de yerel ölçekde temel hizmet sağlayan kurumlar olması hasebiyle salgınla mücadelede ciddi bir imtihan vermişlerdir/vermektedirler. Etkisini hala devam ettiren covid-19 ile mücadelede belediyelerin görev ve yetkileri ile gerçekleştirdiği faaliyetler çalışmanın odak noktasında yer almaktadır. İstanbul Büyükşehir Belediyesi (İBB) çalışmanın örneklemini oluşturmaktadır. Çalışmanın amacı İBB’nin salgınla mücadele sürecinde gerçekleştirmiş olduğu faaliyetleri, görev ve sorumlulukları ile karşılaştırarak bu kapsamda bir değerlendirme yapmaktır. Uluslararası kuruluşların raporları, İBB’nin faaliyet raporları, ulusal ve yerel basında yer alan haberler araştırmanın verilerini elde etmek için yararlanılan kaynaklardır. Araştırma sonucunda İBB’nin salgınla mücadele kapsamında sosyal yardımlar başta olmak üzere dezenfekte işlemleri, maske üretimi gibi normal dönemlerde gerçekleştirilen hizmetlerin dışında hizmetler sunduğuna rastlanmıştır. Bununla beraber merkezi idare ve diğer paydaşların dahil olduğu yönetişim odaklı bir sürecin zayıf olduğu söylenebilir
dc.description.abstractDescribed as the "plague of the 21st century" by some scientists, the Covid-19 epidemic has taken its place in history as a global epidemic that affects human life in every aspect. Covid-19, which profoundly shook the functioning of the world (political, commercial, cultural etc.), also affected the functioning of institutional structures to the same extent. Municipal governments also give a serious test in the fight against the epidemic, as they are institutions that provide basic services at the local scale. In the fight against Covid-19, which continues its impact, the duties and authorities of the municipalities and their activities are at the focus of the study. Istanbul Metropolitan Municipality (IBB) constitutes the sample of the study. The study aims to evaluate by comparing the activities, duties, and responsibilities of IBB during the fight against the epidemic. The reports of international organizations, the annual reports of IBB, the news in the national and local press are the sources used to obtain the data of the research. As a result of the research, it was found that IBB provides extra services other than the services performed in normal periods, such as social assistance, disinfection processes, and mask production, within the scope of fighting the epidemic. However, it can be said that a governance-oriented process involving the central administration and other stakeholders is weak.
