dc.description.abstractSu ürünleri kooperatifleri balıkçılığın sosyal, kültürel ve ekonomik olarak varlığını sürdürmesi açısından oldukça önemli bir rol oynamaktadır. Bu tez çalışmasının amacı Çanakkale'deki su ürünleri kooperatiflerinin mevcut durumunun ortaya koyulması, bu kooperatiflerin sorunlarının belirlenmesi ve bunlara çözüm yolları önerilmesidir. Çalışma sonucunda Çanakkale'deki 26 su ürünleri kooperatifinin mevcut durumları değerlendirildiğinde altyapı (elektrik, su) ve üstyapı (liman-barınak-çekek yeri) gibi fiziksel imkanlarının yetersiz olduğu belirlenmiştir. En dikkat çeken ise kooperatiflerden sadece birinde ilk yardım birimi bulunması olmuştur. Çanakkale'deki su ürünleri kooperatiflerinin temel sorunlarının liman-barınak-çekek yeri sorunları (%88,46), balıkçıların sosyoekonomik durumları ile ilgili sorunlar (%76,92), işletme ve kiralama ile ilgili sorunlar (%65,38), yasal düzenlemeler (%65,38), devlet desteğinin sınırlı kalması (%65,38), altyapı-üstyapı sorunları (%61,54), barınma-depo-sosyal alan eksikliği (%57,69), av sahaları (%57,69), koruma-kontrol-denetim hizmetleri (%57,69), yerel yönetimlerle ilişkiler (%57,69), pazarlama (%42,31) ve yasadışı avcılık (%38,46) olduğu tespit edilmiştir. Fiziki yetersizliklerin kooperatiflerin çoğunda önemli bir sorun teşkil ettiği dikkat çekmektedir. Bu sorunların çözümü için su ürünleri kooperatiflerinin yasal ve idari düzenlemeleri gözden geçirilmeli ve güçlendirilmeli, balıkçılık bilincinin artırılması amacıyla eğitim programları düzenlenmeli, altyapı ve üstyapı eksiklikleri giderilmeli, avcılık düzenlemeleri ve yasaklamalar konusunda alınan kararların uygulanabilirliği ve takibi sağlanmalı, balıkçıların mesleki tanımları yapılmalı ve meslek statüleri kazandırılmalı, devlet tarafından akaryakıt, av araçları ve gereçleri için destek ve teşvikler sağlanmalıdır. Son olarak, tüm verilerin doğru ve eksiksiz bir şekilde kaydedilmesi balıkçılık kaynaklarının sürdürülebilirliği ve yönetimi açısından elzem niteliğe sahiptir. Sonraki çalışmalar için referans olacak bu çalışmanın öncelikle yerel ölçekte ve sonrasında ulusal balıkçılığın geliştirilmesi ve balıkçılık yönetimi stratejilerinin etkin biçimde uygulanabilmesi için önemli katkılar sağlayacağı düşünülmektedir.
dc.description.abstractFishery cooperatives play a very important role in the social, cultural and economic survival of fisheries. This thesis aims to reveal the current situation of fishery cooperatives in Çanakkale, to identify the problems of these cooperatives and to propose solutions to them. As a result of the study, when the current situation of the 26 fishery cooperatives in Çanakkale was evaluated, it was determined that their physical facilities such as infrastructure (electricity, water) and superstructure (port-shelter-dockyard) were insufficient. The most striking thing was that only one of the cooperatives had a first aid unit. The main problems of the fishery cooperatives in Çanakkale are port-shelter-dockyard problems (88.46%), the socioeconomic status of fishermen (76.92%), operation and leasing (65.38%), legal regulations (65.38%), limited state support (65.38%), infrastructure-superstructure problems (61.54%), lack of shelter-warehouse-social areas (57.69%), fishing grounds (57.69%), protection-control-inspection services (57.69%), relations with local governments (57.69%), marketing (42.31%) and illegal fishing (38.46%). It is noteworthy that physical inadequacies constitute a significant problem in most cooperatives. To solve these problems, the legal and administrative regulations of fishery cooperatives should be reviewed and strengthened, training programs should be organized to increase fishing awareness, infrastructure and superstructure deficiencies should be eliminated, and the applicability and follow-up of the decisions taken regarding hunting regulations and prohibitions should be ensured, professional definitions of fishermen should be made and their professional status should be provided, support and incentives should be provided by the state for fuel, hunting tools and equipment. Finally, accurate and complete recording of all data is essential for the sustainability and management of fisheries resources. It is thought that this study, which will be a reference for subsequent studies, will make significant contributions to the development of fisheries, first at the local scale and subsequently to the national fisheries, and the effective implementation of fisheries management strategies.
