Özet
Depremler Anadolu coğrafyasının önemli doğa olaylarındandır. Anadolu coğrafyası ile birlikte dünyadaki birçok bölge depremler yaşanmaktadır. Ülkemiz ve dünya genelinde depremler büyük can ve mal kayıpları oluşturduğu afetler meydana getirebilmektedir. Burada depremlerle mücadele önem kazanmaktadır. Bu mücadelede bazı davranışların değiştirilerek, daha sağlıklı uygulamalarla depremlerin yıkıcı etkilerinin önüne geçilebilir. Bu durum karşısında millet ve devletlerin ortak istek ve çabasıyla başarıya ulaşılabilir. Ortak istek ve çabalar bütünü deprem kültürünü meydan getirmektedir. Devlet ve millet üzerinde deprem kültürü oluşturmak kendiliğinden olan bir şey değildir. Deprem kültürü aslında ülkelerin afet yönetimini uygulama ve yönetme biçimleri olarak da görülebilir. Deprem kültürünü toplum ve devlete kazandırmak farkındalık çalışmaları üzerinden sağlanmaktadır. Tez kapsamında depremlerin oluşum temelini oluşturan, karakterini oluşturan levha tektoniği kavramına değinilmiştir. Üçüncü bölümde dünya üzerinde önemli deprem coğrafyalarında bulunan temel başlı 4 devlet ve ülkemizin içinde bulunduğu deprem ülkelerinin depremsellikleri, afet yönetimi geçmişi ve yaşadıkları önemli depremleri incelenmiştir. Depremlerin yapmış olduğu can ve mal kayıpları, depremdeki arama kurtarma çalışmalarının içinde bulunduğu müdahale ve iyileştirme çalışmaları genel hatlarıyla incelenmiştir. Ülkemiz ve dünya genelindeki depremler karşılaştırılarak Türkiye'deki afet yönetiminin dünyadaki uygulamaları ile karşılaştırılıp sonuca varılmıştır. Çıkan sonuca göre önerilerde bulunarak çalışma tamamlanmıştır.
Earthquakes are one of the important natural events of Anatolian geography. Along with the geography of Anatolia, many regions of the world experience earthquakes. Earthquakes in our country and around the world can cause disasters that create large losses of life and property. Fighting earthquakes becomes important here. In this struggle, some behaviors can be changed and the destructive effects of earthquakes can be prevented with healthier practices. In the face of this situation, success can be achieved with the common desire and effort of nations and states. All common wishes and efforts challenge earthquake culture. Creating an earthquake culture on the state and nation is not something that happens spontaneously. Earthquake culture can actually be seen as the way countries practice and manage disaster management. In this thesis, the concept of plate tectonics, which forms the basis of the formation of earthquakes, forms its character, is mentioned. In the third chapter, the seismicity of the main 4 states and earthquake countries in our country, located in important Earthquake geographies around the world, the history of Disaster Management and the important earthquakes they experienced were examined. The loss of life and property caused by earthquakes, the response and recovery efforts involved in the search and rescue efforts in the earthquake were examined in general terms. Earthquakes in our country and around the world were compared and concluded with the applications of Disaster Management in Turkey in the world. According to the result, the study was completed by making recommendations.
