dc.description.abstractBu çalışmada Balıkesir ili sınırları içeresinde yer alan Sındırgı, Kepsut ve Pamukçu Aslıhantepecik Sulama Birlikleri'nin 2009-2018 yılları arasındaki 10 yıllık ekonomik ve tarımsal etkinlik göstergelerinden yararlanılarak negatif puanlama yöntemi ile sulama sistem performansları karşılaştırmalı olarak değerlendirilmiştir. Çalışmada tarımsal etkinlik göstergelerinden sulama oranı ortalama en yüksek Sındırgı'da %69,3 (Sulama Oranı Puanı: 307), ortalama en düşük %21,0 (Sulama Oranı Puanı: 790) ile Kepsut'da gerçekleşmiştir. Ekonomik etkinlik göstergelerinden su ücreti toplama performansı değeri ortalama en yüksek Pamukçu-Aslıhantepecik'de %95,9 (su ücreti toplama performansı puanı: 216), en düşük %0,0 (su ücreti toplama performansı puanı: 724) ile Sındırgı'da gerçekleşmiştir. Mali yeterlilik oranı bakımından ortalama en yüksek oran 1,25 (Mali yeterlilik oranı puanı: 304) ile Pamukçu-Aslıhantepecik'de, ortalama en düşük oran ise 0,93 (Mali yeterlilik oranı puanı:178) ile Kepsut'dur. Ekonomik göstergelerden masrafları karşılama oranı ortalama en yüksek değer Pamukçu-Aslıhantepecik'de %112,8 (masrafları karşılama oranı puanı: 187), ortalama en düşük değer Sındırgı'da %0 (masrafları karşılama oranı puanı: 745) ile gerçekleşmiştir. Alacakları toplama performansında ortalama en yüksek değer %70,8 (alacakları toplama performans puanı: 292) ile Sındırgı'da, ortalama en düşük değer ise %30,9 (Alacakları toplama performans puanı: 691) ile Kepsut'da gerçekleşmiştir. Negatif puanlama yöntemine göre 10 yıllık toplam negatif puanlar Sındırgı'da 2175, Kepsut'da 2529 ve Pamukçu-Aslıhantepecik'de 1503 olarak hesaplanmış, hesaplamaya göre en başarılı birliğin Pamukçu-Aslıhantepecik Sulama Birliği olduğu tespit edilmiştir.
dc.description.abstractIn this study, the irrigation system performances of Sındırgı, Kepsut and Pamukçu Aslıhantepecik Irrigation Associations located within the borders of Balıkesir province were evaluated comparatively with the negative scoring method, using the 10-year economic and agricultural efficiency indicators between 2009-2018. In the study, among the agricultural efficiency indicators, the highest average irrigation rate was in Sındırgı with 69.3% (Irrigation Rate Score: 307), and the lowest average was in Kepsut with 21.0% (Irrigation Rate Score: 790). Among the economic efficiency indicators, the highest average water fee collection performance value was in Pamukçu-Aslıhantepecik with 95.9% (water fee collection performance score: 216) and the lowest was in Sındırgı with 0.0% (water fee collection performance score: 724). . In terms of financial sufficiency ratio, the highest average ratio is in Pamukçu-Aslıhantepecik with 1.25 (Financial sufficiency ratio score: 304), and the lowest average ratio is Kepsut with 0.93 (Financial sufficiency ratio score: 178). Among economic indicators, the highest average cost coverage ratio was 112.8% in Pamukçu-Aslıhantepecik (expense coverage ratio score: 187), and the lowest average value was 0% in Sındırgı (expense coverage ratio score: 745). The highest average value in receivables collection performance was realized in Sındırgı with 70.8% (receivables collection performance score: 292), and the lowest average value was realized in Kepsut with 30.9% (receivables collection performance score: 691). According to the negative scoring method, the 10-year total negative scores were calculated as 2175 in Sındırgı, 2529 in Kepsut and 1503 in Pamukçu-Aslıhantepecik. According to the calculation, the most successful association was determined to be Pamukçu-Aslıhantepecik Irrigation Associations.
