| dc.description.abstract | Gelişen teknoloji ile birlikte hayatımıza giren ve birçok alanda pratik çözümler sunan mobil uygulamaların sayısı her geçen gün artmaktadır. Bu bağlamda, yer kürenin doğal süreçlerinden kaynaklanan ve canlıların yaşamlarını tehdit eden afet ve acil durumlardan sonra, geçici barınma merkezleri hazır duruma getirilene kadar yaşanacak paniği önlemek ve koordinasyonu sağlayabilmek gerekir. Afet ve acil durum toplanma alanları bu amaçla belirlenmiş olup, halkın ulaşımı için e-devlet üzerinden bulunulan bölgeye en yakın toplanma alanına birtakım bilgiler girilerek ulaşım sağlanmaktadır. Ancak acil durumlar esnasında, bu noktalara ulaşabilmenin daha hızlı ve kolay olması amacıyla bir mobil uygulamaya ihtiyaç olduğu düşünülmüştür. Bu uygulama, kullanıcının bulunduğu nokta ile birlikte toplanma alanlarını ve en yakın alana ulaşımı harita üzerinde gösterecektir. Bu çalışma ilk etapta Çanakkale il merkezini ve bağlı bulunan tüm ilçelerdeki toplanma alanlarını kapsamaktadır. Çanakkale İl Afet ve Acil Durum Müdürlüğü'nden alınan bilgiye göre, güncel olarak 127 adet toplanma alanının olduğu tespit edilmiştir. Bu çalışma ile oluşturulan mobil uygulama, kullanıcıların ücretsiz olarak ulaşabileceği nitelikte olacaktır. Ülkemizde; yetişkinlerin %98'i mobil telefon kullanırken, bunların %95,4'ü akıllı telefon kullanmaktadır (Mobisad, 2023). Böylece çok sayıda kişi bu uygulamadan faydalanabilecektir. Ülkemizde bu amaçla kullanılan tek uygulamadan (Afad Acil) en belirgin farkı, kullanıcının kendisine izin veren yakınlarının konumlarını da görebilecek olmasıdır. | |
| dc.description.abstract | With the developing technology, the number of mobile applications that enter our lives and offer practical solutions in many areas is increasing day by day. In this context, after disasters and emergencies arising from the natural processes of the earth and threatening living life, it is necessary to prevent panic and ensure coordination until temporary shelters are ready. Disaster and emergency assembly areas have been determined for this purpose, and some information is entered to the nearest assembly area to the region via e-government for the transportation of the public. However, it was thought that a mobile application was needed in order to reach these points faster and easier during emergencies. This application will show the meeting areas and the nearest area on the map along with the point where the user is located. This study covers the assembly areas in the center of Çanakkale and all its districts in the firstly. According to the information received from Çanakkale Provincial Directorate of Disaster and Emergency, it has been determined that there are currently 127 assembly areas. The mobile application created with this study will be accessible to users free of charge. In our country; 98% of adults use mobile phones, while 95,4% of them use smartphones (Mobisad, 2023). Thus, many people will be able to benefit from this application. The most distinctive difference from the only application (Afad Emergency) used for this purpose in our country is that the user will be able to see the locations of their relatives who have given permission. | |
