Çiftçi Kayıt Sistemi'ne e-devlet ile başvurunun desteklemeler üzerindeki etkisi: Ezine ilçesi örneği

Çiftçi Kayıt Sistemi üreticilerin üretim planlarını belirlemekle beraber yararlanmak istedikleri tarımsal destekler arasında köprü görevi gören bir veri tabanıdır. Çiftçi Kayıt Sistemi'nde iş ve işlemler 27 Mayıs 2014 tarihli ve 29012 sayılı Resmi Gazete'de yayımlanan ÇKS Yönetmeliğine göre yürütülmektedir. Tarımsal desteklemelerden yararlanmak isteyen üreticiler yoğun bir iş yükü ve bürokrasiye maruz kalmaktadırlar. Resmi Gazete'de 23 Eylül 2022 tarih ve 31962 sayılı yönetmelikte yapılan değişiklik sonucu üreticilerin online olarak e-Devlet üzerinden Çiftçi Kayıt Sistemi'ne üye olmaları sağlanmıştır. Bu çalışma ile e-Devlet üzerinden yapılan başvuruların üretici açısından yarattığı etkiler ve sistemin aksayan yönleri tespit edilmeye çalışılmıştır. Çanakkale'nin Ezine İlçesi'nde 2172 üreticiden Çiftçi Kayıt Sistemi'ne e-Devlet üzerinden başvuru yapan 526 üreticiden oransal örnekleme yolu ile belirlenen 100 üretici ile anket çalışması yapılmıştır. Araştırmadan elde edilen sonuçlara göre üreticilerin tamamının dijital sistemden memnun oldukları sonucuna varılmıştır. Üreticilerin %40'ının çeşitli sebeplerden başvuru sürecini tamamlayamadığı tespit edilmiş olup, kurumların teknik desteği ile e-Devlet sisteminin etkinliğinin artırılabileceği önerilmektedir.

Farmer Registration System is a database that serves as a bridge between producers determining their production plans and the agricultural supports they want to benefit from. Work and transactions in the Farmer Registration System are carried out in accordance with the FRS Regulation published in the Official Gazette No. 29012 dated 27 May 2014. Producers who want to benefit from agricultural supports are exposed to an intense workload and bureaucracy. As a result of the amendment made in the Official Gazette dated 23 September 2022 and numbered 31962, producers were enabled to become members of the Farmer Registration System online via e-government. With this study, we tried to determine the effects of applications made via e-government on the producer and the failing aspects of the system. A survey was conducted with 100 producers, determined by proportional sampling, out of 526 producers who applied to the Farmer Registration System via e-government, out of 2172 in Ezine District of Çanakkale. According to the results obtained from the research, it was concluded that all manufacturers were satisfied with the digital system. It has been determined that 40% of the manufacturers cannot complete the application process for various reasons, and it is suggested that the effectiveness of the e-government system can be increased with the technical support of institutions.
