Afet yöneticilerinde ateşleyici liderlik ve kriz yönetimi becerisi ilişkisi üzerine bir araştırma: Düzce AFAD örneği

Günümüzde afetlerin çok çeşitli olması, kriz hallerinin de çeşitlenmesine ve kriz yönetimi becerisinin öneminin artmasına yol açmaktadır. Karşılaşılan afet ve acil durumlarda olası krizlerle mücadele eden kurumda, yönetim aşamasında krizin en az zararla atlatılabilmesi için görevli personele ve yöneticiye büyük iş düşmektedir. Bu kapsamda afetlerde çalışan işletmelerin kriz zamanlarını verimli geçirerek krizleri indirgeyebilir ve kısa sürede sonuca ulaşabilir. Bu araştırmada Türkiye'nin afet ve acil durumlarda faaliyet gösteren AFAD personellerinin sahip olduğu kriz yönetim becerilerini incelemek ve ateşleyici liderlik kavramının kriz yönetimindeki sonuçlarda önemli olgular güvenilir şekilde elde etmek istenmektedir. Edinilen analizler doğrultusunda krizin verimli şekilde yönetilmesi yönünde teorik ve pratik stratejiler sunarak bilime katkı sağlanması amaçlanmaktadır. Araştırmanın örneklemi 2024 yılı ocak ayı içerisinde görevli 100 Düzce AFAD personelini kapsamaktadır. Araştırma da nicel araştırma yöntemlerinden geçerliliği ve güvenilirliği kanıtlanmış yüz yüze anket tekniği uygulanmıştır. Personellerin Kriz öncesi, sırası ve sonrası dönemlerde yönetimde Ateşleyici Liderlik üzerinde etkileri incelenmiştir. Çalışma sonucunda araştırılan demografik özellikler bakımından anlamlı fark tespit edilememiştir. Diğer taraftan 60 saatten fazla çalışan katılımcıların Kriz sonrası Dönem 0-40 saat arası çalışan katılımcılara göre anlamlı düzeyde yüksek bulunmaktadır. Genel sonuca bakıldığında kurumun mevcut kriz yönetim beceri düzeyleri ve Ateşleyici Liderlik arasında olumlu yönde orta derecede bir ilişki bulunmaktadır. Bu çalışmanın Türkiye'de ateşleyici liderlik ve kriz yönetimini konu alan sınırlı sayıda çalışma olduğu tespit edilerek hem yeni çalışmalara kaynaklık edeceği hem de kurumların kriz yönetiminde uygulayacağı faaliyetlere katkı sağlayacağı beklenmektedir.

Nowadays, disasters are very diverse diversification of crisis situations and this lie behind to an rise in the importance of crisis management skills.In institutions that practice crisis managementfor effective management of the crisis, managers and the staff in charge has a big job.Therefore, institutions can reduce the number of possible crises by effectively managing the crisis process and can achieve results in a short time. In this study, it is to aim investigate the crisis management skills of AFAD personnel, Turkey's disaster-focused crisis center and it is want to reliably obtain the importance levels of the concept of ignition and ignition leadership on the results in crisis management.It is aimed to conduce to science with providing theoretical and practical strategies for effective management of the crisis in the light of the datum acquired. The sample includes 100 Düzce AFAD personnel working in January 2024. In the research, face-to-face survey technique, one of the quantitative research methods with evidence relevance and credibility, was applied. The effects of personnel's in management before, during and after the crisis skills on Ignitive Leadership were examined. As a result of the study no significant difference could be detected in terms of the demographic characteristics investigated .Otherwise, the rate of contributor working more than 60 hours in the post-crisis period is significantly higher than the participants working 0-40 hours.Looking at the general result, there is a moderate positive, relationship through the institution's current crisis management skill levels and Ignitive Leadership. It was determined that this study has a limited number of studies on inflammatory leadership and crisis management in Turkey it is expected that it will both be a wellspring of new endeavor and promote to the actions that associations will apply in crisis management.
