| dc.description.abstract | Enerji kaynakları kadar dikkat çekici olmasa da, yakıt dışı mineral hammaddelere yönelik olarak dünya genelinde güçlü bir mücadele söz konusudur. Küresel ölçekte sürdürülebilir kalkınma için hammadde arz sürekliliğinin ve güvenliğinin sağlanması hususu giderek önem kazanmaktadır. Hammaddeler konusunda büyük oranda dışa bağımlı gelişmiş ülkelerin konuya ilişkin yaklaşımları oldukça detaylı ve uzun vadelidir. Bu bağlamda Türkiye'nin de konuyu benzer bir yaklaşımla ele alması ulusal güvenliği ve sürdürülebilir kalkınması açısından büyük önem taşımaktadır.Türkiye'deki stratejik maden tanımlaması mevcut haliyle uluslararası alanda kabul gören kavramsal çerçeveye göre yetersiz kalmaktadır. Bundan dolayı bazı gelişmiş ülkelerin hayati önem taşıyan madenlere yönelik kullandıkları kavramsal çerçeve ve bu madenlerin tespitine yönelik uyguladıkları metodolojilerin incelenmesi bir zorunluluk olmuştur. Tez kapsamında gerçekleştirilen değerlendirmeler sonucu uluslararası literatür ile uyumlu bir kavramsallaştırmaya gidilerek stratejik ve kritik maden ayrımı ve tanımlaması yapılmıştır. Kavramsallaştırma çerçevesinde birçok veri ve değerlendirme göz önüne alınarak ?Türkiye'deki Stratejik ve Kritik Madenler Birleşik Listesi? oluşturulmuştur. Buna ek olarak, ?Özel Strateji İzlenmesi Gereken Madenler? ve ?Öncelikli Olarak Araştırılması Gereken Madenler? adı altında iki ek liste belirlenerek konu kapsamlı bir biçimde ele alınmıştır.Tez kapsamında ayrıca, Türkiye'nin stratejik ve kritik madenlerdeki potansiyelinin Türkiye'nin ulusal güvenliğine katkıları ve doğurabileceği riskler üzerinde durulmaya çalışılmıştır. Çalışmada, bazı gelişmiş ülkelerin stratejik ve kritik madenlerin olası arz risklerine karşı uyguladıkları ulusal stok programları incelenmiş ve Türkiye için bir Ulusal Güvenlik Stok Programı taslağı sunulmuştur.Sonuç itibariyle bu çalışma, Türkiye'nin mineral hammadde bağımlılığının neden olabileceği risklerin tespit edilerek gerekli önlemlerin alınması konusunda yol göstermekte ve stratejik ve kritik madenler konusunda Türkiye için kapsamlı bir politika önerisi getirmektedir. | |
| dc.description.abstract | Although it is not as striking as energy resources, there is a harsh struggle for the non-energy mineral raw materials around the world. Ensuring supply avaibility and reliability of these raw materials for a sustainable development on the global scale is increasingly gaining importance. The developed countries are largely depend on raw materials and their approaches to deal with this issue are very detailed and designed for the long term. So that, to under take the issue with a similar approach by Turkish decision makers is very important for the national security and sustainable development of Turkey.According to internationally accepted conceptual framework, Turkey?s current strategic mineral assessment is considered inadequate. Therefore, it has been an obligation to analyse the conceptual framework and metodology of the some developed countries which they apply for the minerals having critical importance for them. Within the ultimate conclusions of the thesis, a strategic and critical mineral conception differentation and identification is introduced by a conceptualization compatible with the international literature. An unified list of Turkey?s strategic and critical minerals is created within the framework of conceptualization taking into account of various datas and assessments. In addition to this, the subject is discussed in a comprehensive way by identifying two additional list of mines; the mines that there is a need to follow a special strategy and the mines that have priorities on researchment.Within the scope of this thesis, it?s attempted to emphasize not only the contributions but also the possible risks that provided by Turkey?s potantial of strategic and critical minerals to its national security. Additionally, the national stockpile programmes of the some developed countries, applying against the supply risk of the strategic and critical minerals, were analysed and a draft of National Stockpile Programme for Turkey was presented.As a result, this study identifies the potential risks derrived from the dependence of Turkey to mineral raw materials and leads to take necessary measures. And this thesis also advises a comprehensive policy for Turkey relating to the strategic and critical minerals. | |
