Özet
In this 21 st century, the globalization concept is more effective then the previous periods and it is accelerating paralel to the free market trend. In today’s world where the globalization is standing in the forefront, some parallel changes occured in the government perspective and the government concept gained different functions and duties. In the countries affected by the globalization process after 1980, the efficientsmall-respectable government perspective has started to prevail. In parallel with these developments in the government perspective, Turkey has taken many economic and financial measures under the conditions of new economic order. However, the success of economic and fiscal policies requires structural improvements and adaptation to world economy.
