Professional City Manager Model in Municipalities and its Evaluation from the Perspective of Turkey

Municipalities are among the administrations that have an important place in public administration and get attention with their political aspects. It has been thought to implement certain practical and resultoriented solutions, which already exist in market economy, also in the management of municipalities so that the demands of all stakeholders, particularly citizens can be fulfilled. One of these solutions is professional city management. This method has been applied in the local governments in the USA to provide a solution to many financial and administrative problems of USA municipalities. This article treats professional city management, the ways it is applied, its benefits and risks as well as its applicability to Turkish municipalities.
