    A Critical Examination of Innovators' Common Dilemmas: A Conceptual Model and Three Case Studies

    The purpose of this paper is to examine common dilemmas faced by corporate innovators in a conceptual model and demonstrate their decision challenges in reference to three specific cases. Toward this end, this paper will offer a literature review on innovators' dilemmas, a new conceptual model, and types of innovators' dilemmas with company examples. Unlike previous studies, we focused on firm-level and inter-firm level innovations. We argue that managerial decision dilemmas usually comprise such common dilemmas as incremental innovation versus radical innovation, sole profit maximization emphasis versus balancing economic and social objectives, and sole venturing versus collaborative venturing for innovation.

    Revanchist Behaviors in an Academic Style: A Qualitative Study to Analyze Academics' Revenge

    This study focuses on examining the counterproductive behaviors of academics, who have a lesser likelihood to show revanchist acts on account of the characteristics of their professional group, defining the purposes, means, and reasons of revenge, and determining the results of revanchist behaviors. To this end, we conducted a qualitative study on the academics who were working at Turkish state universities. In the end, the reasons, purposes, and means of revenge have been defined, and the results of revanchist behaviors have been determined through processing and analyzing interpretively collected data. Accordingly, there are numerous rationales for revenge among academics as they define it personally and closely related to their personal character on one hand, and on the other hand, they tend to use various tools during revenge process, mostly a combination of semi-legal and legal ones since there are some obstacles (i.e. administrative sanction mechanisms) to use illegal tools. In addition, they aim to re-balance the situation and look for justice after any harmful action or activity stemmed from other parties. As a different result, revenge is defined as a tool for protecting self and self-interest(s).

    Serving with Values in Challenging Times: Exploring Institutional Leaders' Values Work at Local Level During COVID-19

    While existing literature mostly analyzes public leaders' pandemic responses, limited attention has been paid to local government leaders in terms of values work. This study examines the values created and infused by senior managers who serve as institutional leaders in local governments during the COVID-19 pandemic. Focusing on the data collected from the responses of the sample set, the study aims to illuminate the processes of creating and infusing values among senior managers of a metropolitan municipality in T & uuml;rkiye. For this aim, interviews were conducted with 11 senior managers of this metropolitan municipality. The findings produced within the scope of two propositions firstly reveal three types of value created for, and infused into the organization: personal, organizational, and service-related. Secondly, the study identifies the uniform process devoted to values work among senior managers and reveals that there are no significant differences in the styles of creating and infusing values (i.e., values work) among managers at different levels of local government in challenging times.

    Taking the Advantage of the Coercive Effects of Legal Arrangements in Shaping Public Servants' Political Behaviors: The Case of the Hatch Act

    The aim of this study is to investigate the effects of legal arrangements in terms of providing neutrality for public servants, and in this essence hindering them from behaving politically. The main rationale motivating this study is basic propositions about the possible political behaviors of public servants and the necessities of avoiding such behaviors. In fact, it can be assumed that the politics-administration dichotomy has an incredibly deterministic effect in the public administration field. In this scope, some roles have mostly been given to public administrators in terms of just implementing policies and some measures have been taken for providing administrators' political neutrality. One of the best-known of these measures is the Hatch Act in the USA. The Hatch Act has been built as an institutional order in providing political neutrality of federal, state and local employees. In can also be expressed that several coercive measures were established for building and maintaining this order. For analysis, specific archive documents and other relevant texts were collected by using open sources (i.e. legal documents and internet resources). After collecting data, the content analysis technic was used to find apposite answers for the research questions. This study's potential contributions are manyfold. Firstly, it defines political or partizan behaviors or activities of public servants in general and more specifically in the scope of the Hatch Act to some extent. Besides this, many issues such as the coercive effects of legal arrangements in hindering political behavior of public servants, established actors and mechanisms for this aim and produced outcomes in implementation have been put forth in detail. Along with these it also clarifies the maintenance of such institutional orders.

    WORK INNOVATION OR INNOVATION WORK: A COMPARATIVE ANALYSIS OF INNOVATION ACTIVITIES AMONG EU COUNTRIES

    In this paper it is aimed to investigate innovation strategies in EU countries and their contributions to economic growth. Specifically, this study aims to emphasize the mutual interaction between innovation and economic growth and the role of SMEs' innovation in economic growth particularly in developing countries. In the context of the results of this study, it is expected to see the gap between innovation leaders and catching up countries in EU that is classified by EU Commission through innovation performance and economic growth. Furthermore, this paper includes discussions about how this gap could be closed. Likely, these discussions would also be beneficial for catching up countries to realize the importance of innovation for their growth and in which way they can innovate.
