    A Study on Working and Living Conditions of Turkish Seafarers

    In order to increase the number of well-qualified and well experienced seafarers on ships and their employment periods, as well as providing the desired safety at work, improving/promoting the working conditions on ships, is of utmost significance. The purpose of this study is to reveal to what extent working conditions for Turkish seafarers who work on commercial ships comply with the terms of MLC (Maritime Labour Convention). For this aim, a questionnaire, an instrument of quantitative research method, was issued and conducted through 296 seafarers working on the ships owned by Turkish shipowners. The results of the comparative analysis reveal that the working condition on Turkish-owned ships is moderately compliant with the terms of MLC.

    Avrupa Ülkelerinin Tehlikeli ve Zararlı Kimyasal Maddelerden Kaynaklı Deniz Kirliliğine Hazırlıklı Olma Durumları

    Deniz kaynaklarının çeşitli kirletici maddelerle kirletilmesi çok katmanlı sorunlar ortaya çıkarmaktadır. Diğer zararlı maddelerin yanı sıra, tehlikeli ve zararlı kimyasal maddelerden (TZKM) kaynaklanan kirlilikler deniz ekosistemlerini ciddi biçimde tehdit etmektedir. Bu nedenle, bu tür kirliliklerin önlenmesi ve acil müdahale yöntemleri önem arz etmektedir. Bu çalışmanın amacı, Avrupa ülkelerinin TZKM kaynaklı deniz kirliliği durumlarında mevcut acil müdahale konusundaki yeterliliklerinin belirlenmesidir. Bu kapsamda, ülkelerin acil müdahale planları ile ilgili doküman incelemesi yapılmıştır. Ülkelerin TZKM kirlilikleri ile mücadele durumları ile ilgili elde edilen veriler tablolaştırılmış ve karşılaştırmalı bir bakış sağlanmıştır.

    Identifying Company Selection Criteria applied by Maritime Transportation Engineering Students for Career Planning

    Increasing global trade volumes require more and more seafarers to be employed on ships. The reports by international organizations and institutions frequently indicate a shortage of onboard officers, as well as that this deficit will keep increasing gradually. Given all these international reports, businesses need to adopt strategies that will make seafaring more attractive to avoid future issues with the employment of competent seafarers. Such strategies would give them competitive advantage by attracting qualified officers to their ranks. This study aims to determine which criteria officers consider when choosing their future employers and the weight they attribute to individual criteria in making such decisions. The criteria were identified by brainstorming of study subjects (n=8) using the focus group method. The weight ratio of the criteria obtained through focus group and Delphi study results was calculated using the fuzzy AHP (FAHP) method (n=32), and the relevance of individual criteria for the selection decision determined. As a result of the research, 18 sub -criteria have been identified under the main criteria of Operational factors, Living conditions onboard, Personal benefits and Personnel management policies and their weight on the selection decision determined. The study contributed to the literature on identifying company selection criteria for officers. These criteria give businesses and international organizations a scientific perspective that will assist them in identifying new policies that will ensure the sustainability of the maritime profession and the employment of seafarers.

    Meta-synthesis of Research on Green Port Performance Evaluation Criteria

    The green port concept refers to measures preventing ports' negative effects on the environment. Ports are expected to adopt green measures within the framework of environmental concerns and sustainable development goals. To analyze if a port's processes adopt the green concept, evaluation criteria should be defined. Existing literature handles this topic from regional perspectives or in terms of relations with other concepts. This study, which is the meta-synthesis of related articles (n=22), aimed to propose a common list of green port evaluation criteria for the development and operating sequences of a port. As the result of the meta-synthesis, it was revealed that the evaluation of green ports is based on six main criteria: environmental, energy and resources, management, social, ecological, and economical. Twenty-two sub-criteria were identified that are linked to the main criteria. By using the critical statements in the reviewed articles, the codes supporting these sub-criteria were determined. This model has revealed that a port adopting the green concept should consider all the dimensions of sustainability (economic, environmental, and social).

    Social and behavioral science trends in maritime studies: Keyword analysis

    It is known that the maritime industry is intertwined with scientific developments. Considering the number of scientific research and support projects, the relationship between the scientific community and the industry is getting stronger day by day. The research aims to determine the main trend in the articles published between 2011-2022 in the journals published in the field of maritime management and indexed in SSCI-Social Science Citation Index. To determine the trend in the field of maritime management, the keywords of 1528 articles published in 3 journals determined according to the limitations were analyzed. As a result of keyword and network analysis, ports, maritime transport, liner shipping, container terminals, and data envelopment analysis-DEA are the most used keywords. The most important result obtained as a result of this study is that the events in the world (war, pandemic, terrorism, piracy, etc.) are in a rapid upward trend in the field of maritime business management and the scientific community has shown a rapid reaction on these issues.

    Türk Bayraklı Gemilerin Denizcilik Çalışma Sözleşmesi (MLC) Kapsamında Eksikliklerinin Belirlenmesi: Paris Mou Denetim Raporlarının İncelenmesi

    Denizcilik sektöründe yakın gelecekte yaşanacak olan gemiadamı arz- talep dengesindeki sıkıntı gemilerde çalışacak gemiadamına olan ihtiyacı her geçen gün arttırmaktadır. Bu durumun önüne geçmek için denizcilik mesleğinin insana yakışan şartlarda icra edilmesi gerekmektedir. Uluslararası Denizcilik Örgütü (IMO) ve Uluslararası Çalışma Örgütü (ILO) denizcilikteki insan kaynaklarının şartlarını iyileştirmek için MLC konvansiyonunu çıkarmıştır. Bu konvansiyon ile denizcilikle ilgili insan kaynakları yönetimi alanında yeni kurallar getirilmiş ve insana yakışır bir çalışma ortamı hedeflenmiştir. Bu çalışma ile Türk Bayraklı gemilerin MLC konvansiyonu kapsamında eksikliklerinin neler olduğu tespit edilerek çözüm önerileri sunulması amaçlanmıştır. MLC konvansiyonunu kabul sürecinde oluşturulacak strateji ve politikaların belirlenmesi ülkemizin ekonomik ve ticari politikaları açısından önemlidir. Bu kapsamda Türk Bayraklı gemilerin Paris MoU kapsamında eksiklik tespit edilen denetim raporları (n=376) doküman analizi yöntemi ile incelenmiştir. Analizler ile elde edilen sonuca göre devlet politikaları belirlenerek MLC standartlarına uyumun sağlanması konusunda işletmeler teşvik edilmelidir. Bilinçli ve sürdürülebilir politikalar ile işletmelerin yönetim anlayışı değiştirilmeli ve gemiadamlarının yaşam ve çalışma koşulları iyileştirilmelidir. Gemiadamlarının haklarını savunabilecekleri sendikalaşma haklarının oluşturulması ve şikâyet mekanizmalarının kurulması gerekmektedir. Türkiye Cumhuriyeti’nin ülke menfaatlerine uygun olan konvansiyonlara taraf olup gerekli yatırımları yaparak modern ve örnek gösterilen bir filoya sahip olması sağlanmalıdır.
