    Volunteering and Legislation in Integrated Disaster Management in Turkey

    Although the forms of volunteering differ individually, socially and institutionally, its contributions to trust, solidarity and development have been recognized globally and by country governments. In this context, governments have been parties to the decisions taken on the international platform and have been put into practice according to the situation and priorities of the countries. The area where volunteering work is most needed is integrated disaster management. Many researches show that the effort and budget spent for disaster preparedness in the risk management phase of integrated disaster management through voluntary work will be less costly than the expenditure spent on response and recovery in the crisis management phase. The important factor that affects this and increases voluntary participation in integrated disaster management is the legal regulations made by the country's administrations in this regard. In the first part of the study, the legal regulations made in Turkey on volunteering will be examined and the line of volunteering in Turkey will be tried to be exhibited holistically by referring to the studies done. In the second part; again, with reference to the laws, the place of volunteering in the integrated disaster management legislation will be exhibited; In the conclusion part, the applications will be evaluated critically in terms of their contribution to the field
