Turkey's experience with disaster management in the last decade is the prime reason for the need to readdress the disaster mitigation problems in terms of developing a better management mechanism in a manner that would provide highest effectiveness and efficiency. This study aims prevent the unnecessary loss of lives and damage to personal and national assets and properties by presenting a suitable and comprehensive disaster management model at strategic level in line with the standards of the United Nations Office for Disaster Risk Reduction. Recurring management problems are presented by the methods of discourse and document analysis. It is seen that the current disaster management mechanism has certain weak parts and after in depth interviews, a new model for an efficient disaster management system is tried to be put forth in the end.Öğe A research on the Turkish shipyards in the Arctic: Opportunities and challenges(Elsevier B.V., 2024) Caymaz, EbruThe Arctic region has been experiencing an extensive transformation and several economic opportunities have emerged due to the shrinking sea ice. While the Arctic Ocean has become more convenient for navigation, both Arctic and non-Arctic states have updated their Arctic policies according to recent developments. There has been a substantial increase in the number of studies studying three main Arctic sea routes: Northwest Passage (NWP), Northeast Passage (NEP), and Trans-Polar Sea Route (TSR). Albeit the existence of contradictory results, the interest in Arctic shipping presents a growing trend. The Turkish shipyards increasingly participate in tenders as well. While Çelik Tekne Shipyard stands out as the first Turkish shipyard to win the shipbuilding tender in accordance with polar conditions, a significant increase has been observed in the number of shipyards within the Arctic shipping tenders since 2018. In addition to Atlas and Akdeniz Shipyards, producing ice-class vehicles in accordance with the requirements of the Polar Code, it is possible to multiply examples from Beşiktaş Shipyard, which built ice class fuel ships, Sanmar Shipyard, which won the icebreaker tugboat tender, and Sefine and Kuzey Star Shipyards, which participated in the icebreaker tenders. Besides, the participation of Turkish shipyards as sole contractors in the Russian Arctic as of 2021 indicates their determination to become active actors in the Arctic shipping industry. Accordingly, this paper discusses the opportunities and challenges of Arctic shipping based on the Turkish case. © 2024Öğe Adaptive Governance in Integrating Sustainability and Resilience into the Arctic Shipping Routes: The Kara Sea Case(Taylor and Francis, 2023) Caymaz, Ebru; Buyuksagnak, Barbaros Y.; Ozsoy, BurcuDue to nascent climate-driven challenges, maritime transportation and traffic density have initiated several debates concerning sustainable development within the Arctic. Responding to a situation in a safe and timely manner within a spatially extensive region entails a comprehensive governance framework, due to the considerable uncertainty and constraints. Therefore, building resilience in the Arctic shipping routes can be achieved by implementing an adaptive governance model in which sufficient national and international input can be provided by means of key actors. Accordingly, the aim of this study is to investigate how supply chain resilience is built within the temporal and spatial variations in shipping in the Russian Arctic. It is planned as a qualitative single-case study to reveal how institutions and the behaviors of related key actors evolve over time, based on the Kara Sea case. Founded on a relatively new term called adaptive governance, this study contributes to the extant literature by discussing the interrelation between the terms “sustainability” and “resilience” within the supply chain context and outlining the process of integrating sustainability and resilience into the Arctic shipping routes. © 2024 selection and editorial matter, Antonina Tsvetkova and Konstantin Timoshenko; individual chapters, the contributors.Öğe An exploratory research on strategic planning in public institutions: Turkish prime ministry disaster and emergency management presidency case(Elsevier Science Bv, 2013) Caymaz, Ebru; Akyon, Fehmi Volkan; Erenel, FahriThe problem of managing public institutions in an efficient and effective manner has been discussed for a long time in public administration discipline. In this discussion platform it is mentioned that the concept of strategic planning might bring a new perspective and might be a necessary tool for changing the inefficient structure of public institutions. Turkey has recognized the significance of forming strategic plans and it is mandatory for each public institution to have a strategic plan now. However, it is also a well-known fact that these strategic plans might become useless and even hinder the progress of the institution if they are not properly prepared. The purpose of the study is to analyse strategic plans in praxis of public sector. In this study we seek an answer to the following questions; to what extent newly published strategic plans are embraced by the government and implemented by the institution, and whether there is a difference between the envisioned and actual results. The current strategic plan of Turkish Prime Ministry Disaster and Emergency Management Presidency (AFAD) is chosen as our research sample. As it is directly affiliated with the Turkish Prime Ministry, this plan is considered to be a decent sample in terms of reflecting the population. All strategic plans related to disaster management, written in English and Turkish, are examined in this study. Obtained data is analyzed by the method of content analysis. The findings shall not only reveal us information regarding to what extent the new planning approach has been applied by AFAD but also provide us the opportunity to make a comparison between the strategic plans of disaster management systems in different countries.Öğe Arctic science diplomacy of Norway: A case study of svalbard(Elsevier B.V., 2022) Caymaz, Ebru; Büyüksağnak, Y. Barbaros; Özsoy, BurcuSvalbard has undergone a major transformation since 1960s upon the Norwegian government's shifting focus from mining town into scientific activities. While the Spitsbergen Treaty provides a common ground for international scientific collaboration, the installation of satellite ground station by European Space Research Organization (ESRO) in Ny-Ålesund, Svalbard Satellite Station in Longyearbyen, and research activities propelled by Norwegian Polar Institute (NPI) has transformed Svalbard into one of the most prominent Arctic science diplomacy cases. Owing to its unique location and easy access opportunities for researchers, research facilities and substantial infrastructures well connected to international networks, professional and social research environment assuring safety routines and regulations as well as an assisting research strategy, the region is currently perceived as an international hub for Arctic research. On the other hand, Svalbard is expected to undergo further structural changes due to its international and transient population. This article aims to outline the Arctic science diplomacy of Norway based on the Svalbard case. Accordingly, the evolution of scientific communities in Svalbard is examined from a science diplomacy perspective. Due to the increasing demand for curiosity and interest, the increase in investments in this special area has revealed a new type of tourism titled scuba diving tourism. Scuba diving tourism is a type of tourism that includes promotional, sportive, and educational dives for the purpose of seeing, photographing, and filming the fauna, flora, and archaeological cultural assets of the underwater world, as well as accommodation and hospitality services provided on the shore. Therefore, in addition to its inherent social, psychological, and physiological benefits for divers, scuba diving enhances the sustainable development of coastal society by producing economic benefits while improving marine conservation and environmental awareness. These benefits have attracted the attention of both communities and tourism operators over the years. According to a recent report, there are 967 marine tourism operators in Turkiye; 270 of them belong to underwater operators while 9 of them are located in Canakkale. Owing to 14 sunken ships during World War (WW) 1, the Gallipoli Historic Underwater Park in Canakkale has become the first underwater park under the theme of WW1. On the other hand, the rising number of recreational dives has also evoked sustainability concerns over the world. Accordingly, this study aims to portray sustainable diving tourism in Canakkale within the context of wreck diving and its economic responses.Öğe The Relationship Between Individual Innovation and Intellectual Capital in Social Media: The Case of Faculty of Fine Arts and Architecture Students at Necmettin Erbakan University(2022) Özkeçeci, Zehra; Caymaz, Ebru; Akyön, Fehmi VolkanThis article investigates knowledge acquisition via social media and its relation with the term individual innovation. Social media, which includes different digital platforms, is used extensively by young people to access information in the virtual world and connect with each other in this environment. Based on these developments, the aim of this study is to reveal the relationship between people's cultural capital competencies and orientations through social media and individual innovation. Therefore, the role of Bourdieu's theory and terminology in the digital age dominated by social media will be discussed. The data for this research was obtained by the method of a questionnaire. The research population consists of students studying at the Faculty of Fine Arts and Architecture at Necmettin Erbakan University. The 324 students determined by the purposive sampling method represent the research sample. Findings indicate that students explain cultural capital with \"attitude in social media\" and define individual innovation behaviour as leading to new ideas.Öğe Yeni Nesil Afetlerde Üniversite Hastanelerinin Afete Direnç Kapasitelerinin Artırımına Yönelik Keşfedici Bir Araştırma(2024) Caymaz, Ebru; Önal, Ebru İnal; Alıravcı, Işıl DenizTüm dünyayı kısa sürede etkisi altına alan COVID-19 pandemisi, klasik afet tanımları arasında yer almasa da başta küresel boyutta olmak üzere ekonomik, sosyal, halk sağlığı ve toplumsal açılardan dünyanın son yüzyılda gördüğü en geniş çaplı afet olarak kısa sürede pek çok olumsuz etkiye yol açmıştır. Bütünleşik afet risk yönetiminde zarar görebilirlik yaklaşımı; tehlikeler, maruziyet ve etkileri ortaya koyarken dirençlilik bakış açısı ise ele alma kapasitesi, adaptasyon kapasitesini öne çıkarırken ne düzeyde zarar görebileceğimizi belirleme sürecinde adapte olma, dönüşüm ve değişime vurgu yapar. Bu sebeple salgında kritik rol oynayan hastaneleri bilhassa pandemi gibi yeni nesil afetlere daha dirençli hale getirmek, pek çok paydaşın katılım sağladığı koordineli bir yönetişim sürecini gerektirir. Bu çalışma, bütünleşik afet risk yönetimini merkezde konumlandıran bir yaklaşımla, üniversite hastanelerinin yeni nesil afetlere yönelik direncinin nasıl artırılacağını ortaya koymayı amaçlamaktadır. Çalışma kapsamında nitel araştırma yöntemlerinden odak grup görüşmesi seçilerek Çanakkale Onsekiz Mart Üniversite Hastanesi’nin farklı branşlarında görevli 7 uzman doktorla görüşülmüş ve elde edilen bulgular MAXQDA 24 Programı kullanılarak analiz edilmiştir. Bu minvalde, klasik bilinçlendirme seminerleri ve standart hastane tatbikatları yerine etkin bir risk yönetimi sürecinin temel ilkeleri ışığında sağlık çalışanlarının adaptif becerilerini geliştirebilecekleri bir adaptif yönetişim çerçevesinde bilinçlendirme çalışmaları ve birimler arası tecrübe paylaşımına ağırlık verilmesinin büyük önem arz ettiği sonucuna ulaşılmıştır.
