İklim Değişikliği ve Tarımın Değişen Yüzü: Artan Riskler, Tarımdaki Daralmalar ve Orman Yangınları Sonrası Politika Önerileri

Abstract

Küresel ısınmayla beraber yerkürenin hemen hemen tamamında yaşanan iklim değişikliği ve sık sık meydana gelen ve öngörülemeyen doğa olayları, önüne geçilemez yangınlar ve yıkıcı sel felaketleri gibi doğal afetler günümüzde tarım sektörünü ve paydaşlarını her zamankinden daha fazla etkiler hale gelmiştir. Değişen iklim koşulları ile birlikte tarımsal üretimde ve gıda arz güvenliğinin sağlanmasına yönelik mücadelede ülke geneline yönelik planların çok boyutlu olarak tasarlanması gerekmektedir. Çalışmada son yıllarda hızla değişen iklimsel faktörler sonucu tarım sektöründe artan risk ve öngörülemezlik karşısında ortaya çıkan yeni yaklaşımlar, gıda sektöründeki dönüşüm ve tarım alanlarının küresel ısınma gerçeği karşısındaki durumu öncelikle ele alınmıştır. Daha sonra gerek küresel çapta ve gerekse yerel boyutta tarımsal üretimde iklim değişikliği ile uyumlu ve gelecek odaklı, gıda temininin yeterliliğine yönelik bir planlama yapmak gerekliliği ortaya konmuştur. Çalışmada ayrıca, Akdeniz bölgesinde 2021 yaz aylarında yaşanan geniş çaplı yangının meydana getirdiği tahribat ve tarım arazilerinin afet sonrası durumu incelenmiş, bölgedeki çiftçilerin sorunları ve tarımsal üretimde küresel ısınmayla ortaya çıkan olumsuzluklar birlikte değerlendirilerek sektörün beklentilerine yönelik çözüm önerileri sunulmuştur.

Along with global warming, climate change and natural disasters such as frequent and unpredictable natural events, wild fires and devastating floods have affected the agriculture sector and its stakeholders more than ever before. With the changing climatic conditions, it is necessary to design multidimensional plans for the country in general in the struggle for agricultural production and food supply security. In the study, new approaches emerging in the face of increasing risk and unpredictability in the agricultural sector as a result of rapidly changing climatic factors in recent years, the transformation in the food sector and the situation of agricultural lands against the reality of global warming are primarily discussed. Then, the necessity of making a future-oriented planning for the adequacy of food supply in agricultural production, both globally and locally, has been revealed. In the study, the destruction caused by the large-scale fire in the Mediterranean region in the summer of 2021 and the post-disaster situation of the agricultural lands were examined, the problems of the farmers in the region and the negative effects of global warming in agricultural production were evaluated together and solutions for the expectations of the sector were presented.
