Yeni nesil afet olarak covid 19 pandemisinin afet ve acil durum sivil toplum kuruluşlarının üzerine etkisi: Gönüllülük özelinde akut örneği

Abstract

Yirmi birinci yüzyıla damgasını vuran Covid-19 salgını, üzerinden iki yıldan fazla zaman geçmesine rağmen halen bitmemiş olup, Covid-19 virüsü ile ilgili araştırmalar dünya çapında devam etmektedir. Bu araştırmada ise Covid-19'un afet ve acil durum sivil toplum kuruluşlarına etkileri değerlendirilmiştir. Sivil toplum kuruluşları, kamu alanı dışında kanunlara uygun kar etme amacı gütmeyen, belirli bir amaç çerçevesinde bireylerin bir araya gelerek örgütlendiği bağımsız topluluklardır. Bu araştırmanın amacı STK'ların güncel durumlarını ortaya koymak, Covid-19 pandemisinin bu kuruluşlar üzerindeki etkilerini ortaya koymaktır. Bu bağlamda yapılan araştırmada verilerin analizi SPSS 26.0 programı ile yapılmış ve %95 güven düzeyi ile çalışılmıştır. Çalışmada test tekniklerinden bağımsız gruplar t testi, tek yönlü ANOVA testi kullanılmıştır. Elde edilen sonuçlara göre Covid-19 pandemisi afet ve acil durum sivil toplum kuruluşları üzerinden değerlendirildiğinde, yapılan diğer toplum araştırmalarına nazaran gönüllülük özelinde AKUT sosyal, kültürel, siyasi, ekonomik ve hukuki bağlamda daha olumlu bir noktada olduğu görülmüştür. Diğer ülkelerle karşılaştırıldığında gerek gelişmiş ülkelerdeki sivil toplum kuruluşlarının sayısı, gerekse ülke nüfusları değerlendirildiğinde Türkiye'de sivil toplumun şu an başlangıç seviyesinde olduğu görülmektedir.

The Covid-19 epidemic, which left its mark on the twenty-first century, is still not over even after more than two years, and research on the Covid-19 virus continues around the world. In this study, the effects of Covid-19 on disaster and emergency non-governmental organizations were evaluated. Non-governmental organizations are independent societies where individuals come together and organize within the framework of a specific purpose, not making profits in accordance with the law outside the public sphere. The aim of this research is to reveal the current status of NGOs and to reveal the effects of the Covid-19 pandemic on these organizations. In this context, the analysis of the data was made with the SPSS 26.0 program and it was studied with a confidence level of 95%. In the study, independent groups t test and one-way ANOVA test were used. According to the results obtained, when the impact of the When the Covid-19 pandemic is evaluated through disaster and emergency non-governmental organizations, it has been seen that AKUT is at a more positive point in terms of social, cultural, political, economic and legal voluntarism compared to other community studies.When compared to other countries, when both the number of non-governmental organizations in developed countries and the population of the countries are evaluated, it is seen that the civil society in Turkey is at the beginning level.
