Hellespontos - Frigya satraplığı örneğinde Perslerin eyalet yönetim sistemi

Abstract

Bu çalışmada, Marmara Denizi'nin Güneyi'nde bulunan Hellespontos – Frigya Bölgesi'nin Pers hakimiyetindeki vaziyeti esas alınarak, tüm imparatorlukta işletilen eyalet yönetim sistemi değerlendirilmeye çalışılmıştır. Orta Asya'dan Trakya'ya kadar hakimiyet alanını genişletebilen Pers İmparatorluğu, bünyesinde sayısız halkı barındırmıştır. Pek çok etnik grup, dil, kültür, gelenek ve görenek ile harmanlanmış imparatorluk, bu yapıyı ayakta tutabilmek için son derece muntazam işleyen sistemler geliştirmiştir. Dünyanın o zamana kadar gördüğü en büyük ve çok uluslu imparatorluğunun en üst kademesini oluşturan Persler, gittikleri her yerde yerel halk ile kültürel etkileşime girmiş ve sorunsuz bir hakimiyet sağlayabilmek için önde gelen kişileri yönetime dahil etmiştir. Çalışmamızda, Pers idari sistemi incelenerek, tüm eyaletlerden sadece bir tanesi olan Hellespontos – Frigya Satraplığı'nda karşımıza çıkan örnekler diğerlerini de anlamamız adına aydınlatıcı olmuştur.

In this study, based on the situation of the Hellespontos – Phrygian Region, located in the South of the Marmara Sea, under Persian domination, the state administration system operated in the entire empire was tried to be evaluated. The Persian Empire, which was able to expand its dominance from Central Asia to Thrace, contained numerous people. The empire, which was blended with many ethnic groups, languages, cultures, traditions and customs, developed extremely wellfunctioning systems to keep this structure alive. The Persians, who formed the highest level of the largest and multinational empire that the world had ever seen, had cultural interaction with the local people wherever they went and included prominent people in the administration in order to ensure a smooth dominance. In our study, by examining the Persian administrative system, the examples we encounter in the Hellespontos - Phrygian Satrapy, which is only one of all the provinces, have been enlightening for us to understand the others.
