Neoklasik realizm perspektifinden 15 Temmuz Darbe Girişimi sonrası Türk dış politikasının analizi

Abstract

15 Temmuz 2016'da yaşanan darbe girişiminde silahlı kuvvetler içerisine sızmış bir grubun doğrudan rol oynaması, bu darbe girişiminin diğer askeri darbelerden farklı dinamiklere sahip olduğunu ortaya koymaktadır. Türkiye'nin darbe geçmişinde 15 Temmuz benzeri bir olayın yaşanmamış olması, bu darbe girişiminde yaşananlar, darbe girişimini meydana getiren etkenler ve sonuçları ile girişimin dış siyasetteki etkileri açısından analiz edilmesini önemli hale getirmektedir. Öncelikle 15 Temmuz darbe girişimi sonrası uluslararası arenada var olan Türkiye algısında değişim yaşanmıştır. Öte yandan Türkiye'de yapılan iç düzenlemeler ışığında Türk dış politikasındaki güvenlik algısında ve tehdit değerlendirmesinde farklı bir boyuta evrilme söz konusu olmuştur. Darbe girişimi sonrasında Türk dış politikasının analizini yapabilmek için detaylara inilmesi, parçadan bütüne giden anlayışa sahip olunması ve iç faktörlerin analize eklenmesi gerekmektedir. Aynı zamanda analize liderin tutumu ve algısının dahil edilmesi, darbe kültürünün çatışmacı ve gerçekçi özelliğinin analizde dikkate alınması da teorik zeminin neoklasik realizm üzerine inşa edilebilmesi için zorunluluktur. Neoklasik realizm perspektifinin gerçekçi ekole getirdiği yenilikler sayesinde özellikle ara değişkenlerin analize dahil edilmesiyle tamamen dış politika analizine odaklanması bu çalışmaya referans teşkil etmektedir. Bu çerçevede neoklasik realizm bakış açısı ışığında 15 Temmuz darbe girişimi öncesi ve sonrası Türk dış politikasının analizi yapılmaktadır. 15 Temmuz'un dış politika üzerindeki etkileri ve Türkiye'nin ikili ilişkilerdeki değişim ortaya konulmaktadır.

The direct role of a group infiltrating the armed forces in the coup attempt on 15 July 2016 reveals that this coup attempt has different dynamics from other military coups. The fact that there has not been an event similar to July 15 in Turkey's coup history makes it important to analyze what happened in this coup attempt, the factors that brought about the coup attempt and its consequences, and the effects of the attempt on foreign policy. First of all, after the 15 July coup attempt, there has been a change in the perception of Turkey in the international arena. On the other hand, in the light of the domestic regulations made in Turkey, the perception of security and threat assessment in Turkish foreign policy has evolved to a different dimension. In order to analyze the Turkish foreign policy after the coup attempt, it is necessary to go into details, to have an understanding from the part to the whole, and to add internal factors to the analysis. At the same time, including the attitude and perception of the leader in the analysis and considering the confrontational and realistic feature of the coup culture in the analysis are also imperative for the theoretical ground to be built on neoclassical realism. Thanks to the innovations brought by the neoclassical realism perspective to the realistic school, the fact that it focuses entirely on foreign policy analysis, especially with the inclusion of intermediate variables in the analysis, constitutes a reference for this study. In this context, the analysis of Turkish foreign policy before and after the July 15 coup attempt is made in the light of neoclassical realism perspective. The effects of July 15 on foreign policy and the change in Turkey's bilateral relations are presented.
