Covid-19 sürecinde dünyada belediyelerin sosyal yardım ve hizmetleri: Seçilmiş belediye örnekleri

Abstract

Tarih boyunca ortaya çıkan krizlerle mücadele eden toplumlar 2019 yılında Covid-19 salgını ile karşı karşıya kalmıştır. Covid-19 salgını ortaya çıkmasının ardından hızla dünyaya yayılmış ve bireyleri sağlık sorunlarının yanı sıra ekonomik ve sosyal açıdan ciddi derecede etkilemiştir. Bu nedenle salgının hızla yayılmasını durdurmak ve bireyler üzerindeki etkileri ile mücadele etmek gerekmiştir. Bu noktada ön plana çıkan birimlerden birisi de belediyeler olmuştur. Yapılan bu çalışmada amaç Covid-19 sürecinde belediyelerin sosyal yardım ve hizmetlerinin öneminin tekrar ön plana çıktığını ortaya koymaktır. Bu kapsamda literatür taraması yöntemi ile İstanbul Büyükşehir, Budapeşte, Bratislava, Helsinki, Varşova ve Milano Belediyesi'nin Covid-19 sürecindeki sosyal yardım ve hizmetleri üzerine gerçekleştirilen araştırma sonucunda seçili belediyelerin bireylerin ortaya çıkan mağduriyetlerini gidermeye yönelik olarak önemli müdahalelerde bulunduğu görülmüştür. Ancak İstanbul Büyükşehir Belediyesi ve Budapeşte Belediyesi'nin merkezi yönetim ile arasında yaşanan anlaşmazlıkların belediyelerin etkin bir şekilde sosyal yardım ve hizmet sunmasını etkilemiştir. Bu doğrultuda Covid-19'un da bir kriz olduğu ve krizlerin her an tekrarlayabileceği göz önünde bulundurularak merkezi yönetimin belediyeleri mali olarak desteklemesi ve belediyeler ile aralarındaki anlaşmazlıkları bir kenara bırakarak hizmet odaklı hareket etmesi gerekmektedir.

Societies that have struggled with crises throughout history have faced the Covid-19 outbreak in 2019. After the outbreak of the Covid-19 epidemic, it quickly spread around the world and severely affected individuals economically and socially as well health problems. Therefore, it was necessary to stop the rapid spread of the epidemic and to combat its effects on individuals. One of the units that came to the forefront at this point was municipalities. The aim of this study is to show that the forefront again in the Covid-19 process. In this context, as a result of the research carried out on the social aid and services of Istanbul Metropolitan, Budapest, Bratislava, Helsinki, Warsaw, and Milan Municipality in the Covid-19 process with the literature screening method, it was seen that selected municipalities made important interventions to eliminate the victimization of individuals. However, the disagreements between Istanbul Metropolitan Municipality and Budapest Municipality with the central government have affected the municipalities to provide social aid and services effectively. In this direction, considering that Covid-19 is also a crisis and that crises can repeat at any time, the central government should support the municipalities financially and act with service focus, leaving aside the disputes between the municipalities and them.
