Bir Sosyal Politika Aracı Olarak Sosyal Güvenlik: Dünya’da ve Türkiye’de Gelişimi Üzerine Bir İnceleme

Abstract

Sosyal politikalar modern anlamda sanayi devrimi ile birlikte doğmuş ve uygulanması konusunda sosyal güvenlik sistemleri gibi çeşitli araçlar kamu gücü ile geçmişten günümüze kadar kullanılagelmiştir. Sosyal güvenlik anlayışı ve sistemlerindeki gelişmeler başta işçi sınıfı olmak üzere toplumun tamamına çalışma yaşamında ve sosyal yaşamda karşılaşabilecekleri sosyal risklere karşı güvence vermeyi amaçlamış ve sürekli bir gelişim içinde olmuştur. Dönemler itibariyle Dünya’da ve Türkiye’de sosyal güvenlik alanında yaşanan gelişmeler birbirinden farklı olmakla beraber özellikle cumhuriyetin ilanından sonraki süreçte Türkiye, batı toplumlarındaki gelişmeleri takip ederek, sosyal güvenlik sisteminin daha modern ve toplumun ihtiyaçlarına yönelik bir hale getirmeye çalışmıştır. Bu çalışma, öncelikle sosyal politikaları doğuran sebepleri inceleyerek, sosyal politikaların uygulama araçlarından olan sosyal güvenlik anlayışı ve sistemlerinin dünyada ve Türkiye’deki gelişim süreçlerini karşılaştırmayı amaçlamaktadır. Literatür taranarak yapılan çalışmada sanayi devrimi sonrasındaki zaman süreci kendi içinde dönemlere ayrılmış, gelişmiş ülkeler ve Türkiye’deki gelişmeler karşılaştırılarak incelenmiştir. Türkiye’nin sosyal güvenlik anlayışının, Dünya ile kıyaslandığında çeşitli sebeplerden dolayı geç bir dönemde geliştiği ve bununla bağlantılı olarak bir sistem haline gelmesinin de geç bir döneme denk geldiği görülmüştür. Bu geç kalınmışlığın başta finansman sorunu olmak üzere kayıt dışı istihdam gibi sorunları da beraberinde getirdiği, ayrıca Türkiye’de sosyal güvenlik sisteminin bir revizyon ve yenilenme ihtiyacı taşıdığı ortaya çıkmıştır.

Social policies are born with the industrial revolution in the modern sense, and a variety of tools such as social security systems have been used in the implementation of public power in the past to the present. It was intended to provide security against social risks they might encounter in working and social life of the entire society, including development, primarily working class in the social security system and understanding, and it has been in continuous development. The respective periods being different developments in the field of social security in the developed countrys and Turkey with especially in the next period the proclamation of the republic, Turkey, following the developments in western society has tried to make one for the needs of more modern and society of the social security system. This study primarily examining the reasons causing social policies, understanding and application of the social security system with the means of social policy aims to compare the development of the world and in Turkey. Period of time after scanning the literature devoted to their studies during the period of the industrial revolution, were compared with developments in the world and Turkey. Turkey’s approach to social security, when compared with the world, it is developed at a later time for several reasons, and associated therewith the system has also become clear that coincided with a late period. Because of this late developed period, it has occurred financial and undeclared work issues. Also it is understood that Turkey needs an overhaul and renewal of the social security system.
