Türkiye’de 1980 sonrası liberalleşme sürecinde dış ticaretteki gelişmelerin Türkiye’nin cari açığına etkisi

Abstract

Liberalizasyon; siyasal ve yönetsel mekanizmalar, ticaret piyasaları ve finansal piyasalar üzerindeki kontrollerin ortadan kaldırılmasını ve bu piyasaların uluslar arası bir hal almasını amaçlamaktadır. Liberalizasyonun işleyişi, birbirini takip edecek şekilde, ticari liberalizasyon, finansal liberalizasyon ve siyasal ve yönetsel liberalizasyon politikaları ile gerçekleştirilmektedir. Bu akım birçok ülkenin mal piyasalarını ve finansal piyasalarını gelişen teknolojilerin de desteğiyle önemli oranda birbirine bağlamıştır. Türkiye’de liberalizasyon süreci 24 Ocak 1980 kararları ile başlamış, İhracata Dayalı Büyüme Stratejisinin etkisiyle Türk dış ticareti yükselme eğilimine geçmiştir. Bu çalışmada 1980 ve sonrası dönemde liberalizasyon sürecinin başlamasıyla beraber Türkiye’de ithal ikameci sanayileşme yerine ihracata yönelik büyümeyi hedef alan bir değişikliğin yarattığı etkiler dış ticaret açısından ele alınmıştır. Liberalizasyon süreciyle meydana gelen bu değişimlerin Türkiye’nin ithalat ve ihracat oranları üzerindeki etkisi ve bu etkinin Türkiye’nin cari açığını ne oranda etkilediği dış ticaret açısından değerlendirilmiştir. Çalışma sonuçları, Türkiye’nin dış ticaret dengesinde meydana gelen açıkların nelerden etkilendiğini göstermesi ve geleceğe yönelik alınacak önlemlere ışık tutması açısından önemlidir.

Liberalization aims abolition of controls on political and administrative mechanisms, trade markets and the financial markets and these markets to become international. Functioning of liberalization implemented with trade liberalization, financial liberalization and political and administrative liberalization policies so as to follow each other. This flow interconnected goods and financial markets of many countries with the significant support of emerging technologies. The liberalization process in Turkey began with Decisions of January 24, 1980 and Turkish foreign trade gained upward trend with the effect of export-led growth strategy. In this study, the impacts originated by the change aiming export-oriented growth rather than import-substituting industrialization with the beginning of liberalization process in Turkey in and after 1980 has been discussed. The impacts of these changes occurring in the process of liberalization on import and export rates of Turkey and how this impact affected current account deficit of Turkey has been evaluated in terms of foreign trade. The results of study are important since they reveal what affect the deficits in foreign trade balance of Turkey and shed light on measures to be taken for the future.
