Ülkemizde bu görevi yüklenen kurumlar arasında KOSGEB başı çekmektedir. 2009 yılında Kuruluş Kanunu'nun değişmesiyle birlikte hizmet ve ticaret sektörlerine de destek vermeye başlayan KOSGEB, etkinliği arttırarak daha çok KOBİ'ye ulaşan bir yapıya bürünmüştür. KOBİ'lere dönük yeni stratejilerin belirlenmesi ancak mevcut stratejilerin sonuçlarının analiz edilebilmesiyle mümkün olabilecektir. Bu kapsamda KOSGEB tarafından verilen desteklerin yarattığı etkinin ölçülmesi, mevcut destek sistemlerinin güncellenmesi veya yeni destek sistemlerinin geliştirilmesi açısından büyük önem arz etmektedir. Bu çalışma, KOSGEB desteklerinin girişimcilere etkisini Çanakkale bölgesi özelinde ölçmeyi amaçlamaktadır. Bu kapsamda Çanakkale bölgesindeki girişimcilerin KOSGEB desteklerinden yararlanma durumları, desteklerin yararlanan işletmelere etkileri ve işletmelerin destekler hakkındaki fikirleri araştırılmıştır. Araştırma sonunda kullanılan desteklerin işletmelere pozitif katkıları olduğu ve büyük bir çoğunluğunu memnun ettiği sonucuna ulaşılmıştır. Bu memnuniyetin oluşmasında KOSGEB'in maddi desteklerinin katkısı olduğu kadar, girişimcileri harekete geçirecek motivasyonu sağlaması da etkilidir. Yeni Girişimci Desteği kapsamında verilen Uygulamalı Girişimcilik Eğitimleri, girişimcilerin planlama yapmalarını sağlayarak aldıkları riski azaltmakta ve başarı ihtimallerini artırmaktadır. Eğitim sonrasında verilen maddi destek ise işletmelerin kırılgan olduğu ilk dönemlerinde rahatlamalarını sağlamaktadır. In our country, KOSGEB is among the leading institutions that charged with this task. KOSGEB, which started to provide support to the service and trade sectors with the amendment of the Establishment Law in 2009, has become a structure that reaches more SMEs by increasing the efficiency. The determination of new strategies for SMEs will only be possible if the results of existing strategies can be analyzed. In this context, the measurement of the impact created by the support provided by KOSGEB is of great importance in terms of updating existing support systems or developing new support systems. This study aims to measure the effect of KOSGEB support on entrepreneurs in Çanakkale region. The states of the enterprises that benefit from KOSGEB support, the effects of the support on beneficiary enterprises and the opinions of the beneficiary enterprises about these support was searched within this scope on entrepreneurs in Çanakkale region. At the end of the research, it was found that the supports used were positive contributions to the businesses and has been reached a conclusion that it satisfied a large majority. The supply of the motivation that make the entrepreneurs act is also effective in this emergence of satisfaction as well as KOSGEB's financial support. Applied Entrepreneurship Trainings provided under the New Entrepreneur Support reduce the risk of the entrepreneurs by enabling them to make plans and increase their likelihood of success. Subsequent financial support provides relief in the early stages when businesses are fragile.
