Günümüzde hala tek bir tanımlama yapma konusunda güçlük yaşanan insani müdahale kavramına karşı farklı bakış açıları vardır. Bir grup, insani müdahalenin devletin egemenliğine zarar verdiğini ve uluslararası barış ve güvenliğin devlet egemenliği ihlalinden dolayı tehlikeye düşeceği görüşündedir. Bu yüzden de insani müdahaleye karşı çıkmaktadır. Diğer grup ise insan hayatının devlet egemenliğinden daha önemli olduğunu düşünerek insani müdahalenin bazı durumlardaki gerekliliği üzerinde durmaktadır. 2001 yılında ise Uluslararası Müdahale ve Devlet Egemenliği Komisyonu Koruma Sorumluluğu Raporu'nu oluşturarak insani müdahale kavramına açıklık getirmeye çalışmıştır. Kıbrıs sorunu İkinci Dünya Savaşı'ndan günümüze kadar gelmiş ve sürmekte olan bir meseledir. Bu mesele 1959 Londra-Zürih Antlaşmaları ile kurulan Kıbrıs Cumhuriyeti ile çözülmeye çalışılmış fakat bu antlaşmadan daha önce çıkan ve sonrasında devam eden sorunlardan dolayı istikrarlı bir devlet olarak varlığını sürdürememiş ve bununla birlikte 20 Temmuz 1974'e kadar çok sayıda Kıbrıs Türk'ünün öldürülmesi, göçe zorlanması gibi olaylar ortaya çıkmıştır. 15 Temmuz 1974'te Nikos Sampson önderliğinde gerçekleştirilen darbe girişimi ile adada Kıbrıs Cumhuriyeti'nin uluslararası hukuk açısından varlığını tescilleyen antlaşmaların ihlali ortaya çıkmış ve 20 Temmuz 1974'te Türk Silahlı Kuvvetlerinin adaya düzenlediği barış operasyonu ile adada akan kanın durmasına olanak sağlamıştır. Koruma Sorumluluğu Raporu her ne kadar Türkiye Cumhuriyeti'nin yaptığı müdahaleden sonra oluşturulmuş olsa da raporun buna uygulanamayacağı anlamına gelmez. Bu yazımda cevaplandırmaya çalışacağım soru Türkiye Cumhuriyeti'nin yapmış olduğu müdahalenin Koruma Sorumluluğu Raporu'nun oluşturduğu askeri müdahale için altı kriteri karşılayıp karşılamadığı olacaktır.Historically, there are many definition as from religion to notion which define with helping by universal norms on Notion of humanitarian intevention. Also there are different perceptions to humanitarian intervention which it is hard to define only one definition. A group thinks that humanitarian intervention damage to international peace and security which because of violating state sovereignty. So they are against humanitarian intervention. Other group thinks that human life is more important than state sovereignty and they thinks that there are necessities for humanitarian intervention in some situations. In 2001 International Intervention and State Sovereignty Comission published Responsibility to Protect Report and they strive to clarify to notion of humanitarian intervention. Cyprus Question is a issue which continue from WWII to today. This issue was tried to be resolved with the Republic of Cyprus, which was established with the 1959 London-Zurich Agreements, but it could not continue as a state it lived due to the problems that emerged before and after this agreement and also with these evets such as the killing of many Turkish Cypriots and forcing them to migrate until 20 July 1974 emerged. With the coup attempt carried out under the leadership of Nikos Sampson on July 15,1974, the violation of the treaties that registered the existence of the Republic of Cyprus in terms of international law on the island was revealed, and with the peace operation organized by the Turkish Armed Forces on the island on July 20, 1974, the bloodshed on the island was stopped. Although the Repsonsiblity to Protect Report was created after the intervention of the Republic of Turkey, it does not mean that the report cannot be applied to it.
