dc.description.abstractTürkiye'ye ağır kayıplar verdiren terör örgütü PKK'ya yönelik kapsamlı çözümler üretilebilmesi için, PKK'yı her yönüyle tanımak özellikle de sağladığı dış desteği anlamak gereklidir. Bu çalışma, PKK terör örgütünün kuruluşundan ve özellikle de eylemlerine başlamasından beri aldığı dış desteği, bu desteğin niteliği, sağlayanlar ve amaçları bağlamında ortaya koymaya yöneliktir.Çalışmada ilk bölümde, uluslararası sözleşmelerdeki terörizm kavramının tanımları tespit edilmeye çalışılmıştır. Bu temelde Türkiye'ye yönelmiş terörizm genel olarak ele alınmış daha somut olarak ise, PKK'nın bir örgüt olarak oluşum süreci, amaçları, faaliyetleri, yapılanması ortaya konmuştur.İkinci bölümde, Türkiye'yi 1980 askeri müdahalesine götüren süreçte ve 1980'li yıllarda, ülke içerisindeki Kürt örgütlenmeleri ve ülke içerisindeki durum ele alınmış ve bu dönemde PKK terör örgütünün aldığı dış destekler tespit edilmeye çalışılmıştır. Sırasıyla üçüncü bölüm Körfez Savaşı'ndan 2003 yılında Irak'ın işgaline kadar olan dönemde, dördüncü bölüm ise Irak'ın işgalinden günümüze kadar olan süreç de, PKK terör örgütünün aldığı dış desteği, desteğin türleri, sağlayanlar ve amaçları bağlamında ele almaktadır. Her dönemde PKK'nın faaliyetleri belirtilmekte, faaliyetlerindeki değişimler ortaya konulmaktadır. Çalışmanın sonuç kısmına, PKK terör örgütünün aldığı dış desteği ortadan kaldırmaya yönelik olarak alınması gereken önlemelere ilişkin öneriler ortaya konmaktadır.
dc.description.abstractIn order to propose viable comprehensive solutions to problems caused by the long lasting PKK terrorist activities which have caused heavy loses to Turkey, it is unavoidable to examine all aspects of the PKK terrorist organization, especially the external support given to it. This study deals with the kinds, providers and aims of the external support which PKK has received from its very beginning, especially since its first attacks.The definitions of the concept of terrorism as given in international conventions are examined in the first section. On this base, terrorism directed to Turkey is reviewed in general terms and in particular terms, PKK as an organization, its purposes, activities and structure are tried to be explained.Both Kurdish organizations established in the years prior to and after 1980 military queue and general situation within Turkey in that period are examined in the second section. In this regard, especial external support that PKK received in the same period is clarified. Respectively, third section examines the period between the Gulf War and occupation of Iraq in 2003, forth section examines the period between the occupation of Iraq and present time in order to identify the external support, kinds of support, providers and purposes of the support. The activities and attacks of PKK and the developments in the activities are clarified throughout these periods. In the conclusion, proposals to cut the external support to PKK are put forward.
