Kamu ve özel sektör imalat sanayiinde teknolojik öğrenme performansına ilişkin bir karşılaştırma

In Turkey, mostly before 1980, public enterprises in manufacturing sector have been established primarily to support and complete the private sector. Over the years, they have grown fast and had made considerable impacts on the country’s production, employment, finance and investments outcomes. However, beginning with 1980’s, these enterprises has been criticized and accused of causing financial deficit and external debt problems as a result of not operating like private sector enterprises those work under productivity, efficiency and profitability principles. On the other hand, investment and production activities of the private sector have always been supported and encouraged by government policies. In this paper, technological change performance of the public and private enterprises in manufacturing sector has been analyzed and compared by using the technological learning rates for the liberal economic period that has started in 1980.
