dc.description.abstractUluslararası sistemin temel egemen aktörü olan devletlerin tüm politikalarının bileşkesine ulusal güvenlik politikası denmektedir. Her devlet varlığını koruma ve sürdürme, güçlü olma gibi amaçlar doğrultusunda kendine özgü ulusal güvenlik politikaları düzenlemektedir. Bu politikaları gerçekleştirmek için de belirli stratejiler izlemektedir. Fakat son bir asırda uluslararası sistemin yapısında bir değişim ve dönüşüm meydana gelmiştir. Bu durum egemen aktör olan devletleri ayrı hareket etme konusunda sınırlandırmıştır. Bu bağlamda, bu tezde yeni uluslararası düzende ulusal güvenlik politikalarında barışçıl güvenlik stratejisinin yerini belirlemek amaçlanmıştır. Bu kapsamda, ilk önce güvenlik, politika ve strateji kavramlarının teorik temellendirmesi yapılmıştır. Ardından ulusal güvenlik politikalarının temel bileşenleri belirlenmiş ve güçlü, etkin, meşru bir strateji olan barışçıl güvenlik kavramı incelenmiştir. Atatürk döneminde uygulanan stratejik hamleler bu kavram çerçevesinde analiz edilmiştir. Anahtar Kelimeler: Güvenlik, politika, strateji, barışçıl, Atatürk.
dc.description.abstractNational security policy means sum of the policies of the states which are main sovereign actors of the international system. All of the states constitute unique national security policies for security and power in the world. They designate and implement specific strategies to realize these policies. However, an alteration and transformation have taken place in the structure of international system in the last century. This situation has confined states which are sovereign actors of the international system, to acting on their own. In this context, this thesis aims to determine the place of the peaceful security strategy in national security policies according to new international order. In this context, first, theoretical background deals with security, policy and strategy notions. Afterwards, components of national security policies are endengered and a peaceful security notion has been studied as a powerful, active and legitimate strategy. Finally, the strategic moves in Ataturk era have been analyzed within the frame of this notion. Keywords: Security, policy, strategy, peaceful, Ataturk.
