dc.description.abstractİnşacı yaklaşım, Soğuk Savaş sonrasında Uluslararası İlişkileri anlama ve anlamlandırmada mevcut teorilerin yetersiz kaldığı bir süreçte sosyal bir bakış açısıyla ortaya çıkmıştır. Dış politika analizlerinde söylem ve kimliklerin önem kazanmasıyla birlikte Türk dış politikasında inşacı yaklaşımın etkileri görülmeye başlanmıştır. Bu çalışmada, inşacı yaklaşımın öncüleri olarak kabul edilen Nicholas Onuf ve Alexander Wendt'in eserlerinden faydalanılarak Türkiye'nin AK Parti hükümetleri dönemi Orta Doğu politikası inşacı yaklaşım perspektifinden analiz edilmiş, aynı zamanda pozitivist teoriler tarafından göz ardı edilen kimlik, kültür, söylem, norm, dil ve kurallar gibi sosyo-kültürel faktörlerin ulusal dış politikadaki etkileri değerlendirilmiştir. Bu çalışmada, Türkiye'nin Milli Mücadele döneminden 2000'li yıllara kadar Orta Doğu'da izlediği dış politika sürecinin 2003 sonrası AK Parti hükümetleri döneminde inşacı yaklaşım temelli dönüşümü irdelenmektedir. Türkiye'nin kuruluşundan itibaren dış politikasının realizm temelinde inşa edilmesine karşın, 2003-2010 yılları arasında Orta Doğu'da girişimci, arabulucu, ekonomik ilişkileri merkeze alan, kimlik, kültür ve ortak değerler üzerinden komşularla sıfır sorun esasına dayalı bir dış politika stratejisi izlediği dikkat çekmektedir. Bu dönemde Türkiye'nin Orta Doğu'da yürütmeye çalıştığı inşacı yaklaşım ile Arap Baharı sonrasında yeniden reel politikaya dönüşümün nedenleri ortaya konulmaktadır. dc.description.abstractThe constructivist approach emerged from a social perspective at a time when existing theories were insufficient to understand and make sense of International Relations after the Cold War. With the increasing importance of discourses and identities in foreign policy analysis, the effects of the constructivist approach in Turkish foreign policy began to be seen. In this study, the Middle East policy of Turkey's AK Party governments were analyzed from the perspective of the constructivist approach by using the works of Nicholas Onuf and Alexander Wendt, who are considered pioneers of the constructivist approach, at the same time, the effects of socio-cultural factors such as identity, culture, discourse, norms, speech and rules that are ignored by positivist theories have been evaluated in national foreign policy. This study describes the foreign policy process that Turkey pursued in the Middle East from the period of National Struggle to the 2000s and the foreign policy that was followed in the period of the AK Party governments after 2003 based on the constructivist approach. With the period of National Struggle, Turkey's foreign policy was established on the basis of realism, while in the post-2000 period, a foreign policy based on identity, culture and common values with its neighbours were pursued on the basis of zero problems. With the AK Party era, Turkey has sought to become a regional power in the Middle East with a more active foreign policy and an entrepreneur, mediator and economic relations centered. In this study, the Middle East policy of Turkey between 2003 and 2010, the effects of the Arab Spring process on Turkey's Middle East Policy and the return to real policy in Turkish foreign policy after the Arab Spring will be discussed.
