Avrupa kalite güvence sistemi ve akran değerlendirme yönteminin değerlendirilmesi (Çanakkale M. Y. O. örneği)

Sınırların ortadan kalktığı ve bireysel hareketliliğin çok arttığı günümüz dünyasında eğitimde evrensel olmalıdır. Yani bir ülkede alınan bilgi ve eğitim diğer ülkelerde de tanınmalıdır. Öğrenciler, işverenler, aileler gibi eğitimi talep eden kişiler sunulan eğitim alternatiflerini karşılaştırmak isterler. Bunu yapabilmek için de ellerinde karşılaştırmaya uygun anlamlı göstergeler olması gerekir. Küresel pazarda eğitim talep edenler açısından en önemli özellik verilen eğitimle ilgili kalitenin ölçülmesi ve kamu açısından açık ve anlaşılır olarak ortaya konmasıdır. Bu nedenle günümüzde ülke, bölge ve dünya çapında kalite özelliklerinin karşılıklı tanınmasını amaçlayan sistemleri uygulama çalışmaları büyük önem ve yaygınlık kazanmaktadır.Bu çalışma özellikle mesleki eğitim alanında kaliteyi geliştirme adına, bir Leonardo projesi olarak yedi Avrupa ülkesi tarafından başlatılan ve tüm Avrupa'da yaygınlaştırılmaya çalışılan Mesleki Eğitimde Akran Değerlendirmesi Modeli'ni konu alan bir çalışmadır. Bu model tarafından eğitim kurumlarında incelenmesi önerilen Kalite Alanlarından ?Personelin Çalışma Koşulları? örnek olarak şeçilmiş ve bu konuya yönelik olarak hazırlanmış bir ölçme aracı yardımıyla Çanakkale Meslek Yüksekokulu'nda uygulama gerçekleştirilmiştir. Kullanılan ölçme aracı okul ortamı, örgüt kültürü ve kaliteye yönelik yargılar içermektedir. Ölçme aracı hem öğretim elemanlarına hem de öğrencilere uygulanarak her iki grubun seçilen alan ile ilgili görüşlerine ulaşılmaya çalışılmıştır.Araştırmanın ilk bölümünde kalite ve kalite güvence kavramları ile ilgili kısa bir kavramsal bilgi verilmiştir. İkinci bölümde Avrupa Akran Değerlendirmesi Modeli ana hatlarıyla tanıtılmıştır. Üçüncü ve dördüncü bölümde Çanakkale Meslek Yüksekokulu'nda gerçekleştirilen uygulamanın sonuçları verilmiştir. Sonuçlar SPSS programı kullanılarak yorumlanmıştır. Yapılan çalışma sonucunda okul ortamı ile kalite arasında yüksek düzeyde olumlu ve anlamlı bir ilişki olduğu görülmüştür. Bu sonuç bir özdeğerlendirme raporu ile akranlara sunulmuştur.

In the present world which the borders are removed and individual mobility increases too much, education should be international as well. That is, the knowledge and education obtained in a country should be acknowledged in other countries, too. Like students, employers and families, those who demand education want to compare the educational alternatives presented. To be able to implement this, they should get meaningful indicators so as to compare them. The most important feature for those who demand education in the global market is that the quality concerning education provided is to be evaluated and exerted clearly and understandably in respect of public. Therefore, at the present time the application works of the systems which aim at the mutual recognition of the quality features gain great importance and prevalence throughout the country, region and world.On behalf of improving and developing the quality in the field of vocational education, this study is a field work which adopts ?The Peer Review Model in Vocational Education? which has been initiated by seven European countries as Leonardo project and has been tried to be implemented in the whole Europe. ?The Working Conditions of the staff? out of quality fields suggested to be examined in the educational institutions by this model has been chosen as a sample and the application has been realized at Çanakkale Vocational College through a measurement tool prepared regarding this subject. The evaluation tool used includes the opinions concerning a school atmosphere, an organization culture and quality. By using the evaluation tool to both the teaching staff and to the students, the opinions of both groups about the chosen field have been strived to attain.In the first section of my study, a brief conceptional information concerning the quality and quality assurance has been provided. In the second section, the European Peer Review Model has been introduced in general. In the third and fourth sections, the results of the implementation at Çanakkale Vocational College have been given. The results have been analyzed with the SPSS program (The Statistical Packet for Social Sciences). Finally, a high level positive and significant relationship between the school culture and the quality has been found. This result has been presented to the peers through a self-assessment report.
