This study, aiming at determining the strategic nature of Human Resource (HR) departments in Turkish companies, includes an empirical research comparing the companies of Turkey and the USA –as the origin of Human Resource Management (HRM)-. In the research, 11 variables, that measure the strategic role and importance of HR departments, are used. The research includes the data of 431 companies (171 from Turkey and 260 from the USA). The data are collected via questionnaire method. The results show that the role of HR departments in Turkish companies is not completely far from strategic approach. However, when it is compared to the companies in the USA, it would not be wrong to say that in some practices and policies that should be in HR department’s responsibility or at least HR department should support, the departments are behind in company hierachies.
